Description

Hennepin County's Grants Management and Administration department is seeking a Youth Activities Grants Program Administrator to join our team. This position will administer the pre-award and award processes for the Hennepin County Youth Activities Grants (HCYAG) program which focuses on increasing youth access to activities by providing grant opportunities to local government units within Hennepin County. In this position you will take an active role in growing the reach of the program, improve program operations and accessibility, and ensure grants are distributed equitably across Hennepin County communities. 

 

The HCYAG program funds projects in the areas of water safety, sports equipment and facilities, and arts and music. Since it began in 2009 the program has awarded more than $30 million in grants. The program is supported by proceeds from the Twins ballpark sales tax.

Location and hours:

This position is hybrid and will be performed both on-site at the 625 Building at 625 Fourth Avenue South, Minneapolis MN 55415, and remote as job duties require. Work hours will be Monday through Friday, 8 a.m. – 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.


New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

·         Coordinate the pre-award stages for the HCYAG program, including:

o    Posting the request for applications solicitations.

o    Managing the applicant review and project selection process.

o    Drafting grant recommendations to the County Board for final approval.

o    Creating and executing contracts for all funded projects.

·         Identify opportunities to continuously improve the HCYAG request for applications process, including in the following areas:

o    Increase program visibility for the 70+ local government units within Hennepin County.

o    Improve program accessibility through simplified processes and instructions.

o    Reduce compliance risk in the request for applications process by identifying and implementing best practices.

·         Serve as the primary point of contact for all HCYAG communications related to the request for applications process.


Need to have:

·         One of the following:

o    Eight or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.

o    Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and four years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.

·         Note: General administrative work is defined as the administration and/or management of programs, policies, and/or budgets.  


Nice to have:

·         Two or more years of grant administration experience that includes:

o    Request for applications/request for proposals.

o    Evaluating proposals.

o    Drafting and negotiating grant contracts.

·         Experience:

o    Identifying business and/or process-related challenges and coordinating solutions that address these challenges.

o    Providing customer service by answering questions and instructing customers, coworkers, and community contacts about detailed processes over the phone, via email, and virtually.

o    Working in government operations or programs. 

·         Effective interpersonal, verbal, and written communication skills; including customer service, interaction with clients, and public speaking skills.

·         Ability to:

o    Work in a team environment.

o    Be flexible, highly organized, and self-directed with effective documentation skills.

o    Interact with clients and staff with tact, discretion, and sensitivity.

o    Establish and maintain effective working relationships within and outside the organization.
