Description
The Environment and Energy Department is seeking an experienced leader to serve as Assistant Director over the work of the Environmental Protection division and be a part of the department’s leadership team. The division is comprised of approximately 40 permanent and seasonal staff engaged in the work of brownfields cleanup and environmental due diligence, natural resource preservation and enhancement, and commercial hazardous waste licensing and inspection. The mission of Hennepin County's Environment and Energy Department is to preserve and enhance Hennepin County's environment for the future generations through the responsible management of wastes and natural resources and the promotion of environmental stewardship. For more information visit employee referral program.Location and hours:This position is hybrid and will be performed both on-site at the Hennepin County Environment and Energy Department, 701 Fourth Avenue South, Suite 700, Minneapolis, MN 55415, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. Direct overall functions related to the programs of the Environmental Protection division.
Establish and maintain effective relationships and coordinate program work with other county departments, governmental, private and public entities, county residents or other affected groups on division programs.
Participate in short and long range planning and development, implementation, and evaluation of programs.
Lead and foster a culture of innovation and teamwork in which creativity is encouraged, knowledge is shared, and collaboration is a responsibility of all employees; use data to inform and guide decisions, policies, and practices.
Lead the development of the division budget and assist in the overall development of the department’s annual operating and capital budget request.
Present information on programs to various audiences including county board, other departments, cities, and agencies.
Develop recommendations for proposed legislation and assist in preparing testimony and other materials for legislative and agency hearings related to programs.
Oversee the division’s contract and grant work to ensure consistency with applicable requirements.
Provide direction and vision for strategic resource management including human resources and financial management/budget.
Provide leadership to further department-based strategies that align with county goals, mission, and core values for diversity, equity & inclusion.
Participate as a member of the department leadership team and serve as Director in the absence of the Director.
Work collaboratively across the organization and with external partners to reduce disparities and implement the county’s Climate Action Plan.
Need to have:
One of the following:
Bachelor's degree or higher in physical or natural sciences, business administration, public administration, or other field appropriate to the position and six years or more of program administration experience in government or an organization closely related to government.
Ten years or more of program administration experience in government or an organization closely related to government.

Working with federal, state, and local environmental regulations and programs.
Working with internal and external partners to build consensus and develop policy and solutions related to environmental issues.
Working with grant programs including developing and administering such programs and applying for and managing grants from external sources.
Developing environmental legislative initiatives.
Directing and supervising staff in the development and delivery of environmental related programs.
Preparing and recommending budget proposals.
Ability to:
Lead in a virtual environment to build employee engagement and community.
Plan, organize, coordinate and manage environmental programs in a large organization.
Plan and prepare reports regarding division programs and activities.
Establish and maintain effective working relationships with the public, federal, state and local governments, elected officials, administrators, county staff, businesses, non-profits, and community leaders and groups.
Understand policy and management implications of program issues and make recommendations.
Communicate and engage effectively with employees at all levels of the organization, as well as with community members and other governmental organizations.
Experience or education around addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, and differing ability equity.
