Description
Hennepin County is seeking a Capital Budget Manager for the Office of Budget & Finance department. Under the supervision of the county’s Chief Financial Officer, you will have an organization-wide impact in planning and coordinating the county’s annual capital budget and five-year capital improvement program. In addition, the position will include coordinating complex projects, programs and services; long range forecasting; and monitor expenditures and revenues of capital budgets.

Location and hours:
This position is hybrid and will be performed both on-site at Hennepin County Government Center at 300 South 6th Street, Minneapolis, MN 55487 and remote as job duties require. Work hours are primarily days, Monday through Friday from 8 a.m.- 4:30 p.m. Based on business needs of this position, hires must live in or relocate to Minnesota or Wisconsin. In this position, you will:
· Coordinate an annual capital budget and five-year capital improvement program.
· Consult with and advise County Administration and the County Board on financial and related business matters.
· Coordinate budget-review hearings with County Administration, the Capital Budgeting Task Force (a citizen advisory board), and the County Board.
· Monitor and forecast capital project expenditures and revenues.
· Forecast bond financing options and monitor debt capacity with respect to established guidelines.
· Negotiate and recommend adjustments to budget requests.
· Manage and coordinate budget software systems.
· Prepare and manage publicly accessible budget documentation.
· Address complex financial impacts of proposed and enacted legislation.
· Represent the department at legislative committee meetings, internal county meetings, or other public/private group meetings.
· May supervise staff.
Need to have:
· One of the following:
o Bachelor's degree in business administration, economics, public administration, actuarial sciences, accounting, finance, or a closely related field, and four or more years of experience with work involving the analysis, explanation, and presentation of numerical data, such as financial or economic review, accounting or statistical analysis, or other related work.
o Master's degree or higher in business administration, economics, public administration, actuarial sciences, accounting, finance or a closely related field, and two or more years of experience with work involving the analysis, explanation, and presentation of numerical data, such as financial or economic review, accounting or statistical analysis, or other related work.
Nice to have:
· Experience with:
o Capital or operating budget development.
o Long-range finance and project planning.
o Complex financial analysis.
o Presenting data to elected officials, the County Board, county administrators and/or finance leadership.
o Managing and maintaining budget tools.
· Knowledge of:
o Principles and practices of government finance and management systems.
o Expenditure/revenue budget analysis.
o Budget development and financial statement analysis.
o Expenditure/revenue forecasting, and funds administration.
o Goals and objectives relating to financial management software applications and PC spreadsheets.
· Ability to:
o Plan, coordinate, consolidate, and monitor expenditure/revenue budgets.
o Perform financial analysis and management studies.
o Establish and maintain effective working relationships with all levels of employees.
o Communicate effectively both verbally and in writing.
o Prepare budget reports, set funding priorities, negotiate budget adjustments, and conduct budget review hearings.
