Description
The Climate and Resiliency department is seeking a Carbon Reduction Manager to be responsible for developing and implementing strategies to reduce vehicle miles traveled (VMT), implement travel demand management, and advance carbon-free transportation. This position will lead the implementation of a countywide plan to reduce greenhouse gas emissions, with a focus on achieving the VMT per capita reduction goal adopted by Hennepin County in the framework of the Climate Action Plan.
This position will provide significant cross departmental coordination for development of policy alternatives and implementation of VMT reduction strategies, including but not limited to TDM strategies, and county-wide adoption of low and zero emission transportation modes. The position will also lead coordination with other agencies to advance regional and state VMT reduction strategies.

Location and hours:
This position is hybrid and will be performed both at 300 South 6th Street, Minneapolis, MN 55487 and remotely as duties require. Work hours are flexible Monday through Friday 8 a.m. to 4:30 p.m. with occasional need for weeknights and weekends. While this position is designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin. New employees who are hired into remote positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. · Lead the creation and implementation of a county-based collaborative effort to reduce VMT and promote travel demand management.
· Lead interdepartmental strategies to operationalize our countywide Climate Action Plan and serve as a subject matter expert for inter-departmental efforts.
· Develop and maintain relationships with state, regional, local, and internal stakeholders to ensure successful implementation of initiatives.
· Identify and evaluate new technologies and programs that could enhance transportation carbon reduction.
· Identify and evaluate cost-benefit analysis and environmental benefits of said strategies.
· Establish monitoring and evaluation systems and provide quarterly reports to the Climate and Resiliency Director.
· Provide direct supervision to staff including development, direction, and coaching as well as assistance to them in evaluating employee performance, resolving performance concerns, and other supervisory issues.
Need to have:
· One of the following:
o Bachelor's degree or higher in business administration, urban planning, engineering, public administration, public health, environmental studies, or other field appropriate to the position and five years or more of experience related to organizational operations or programs or a specialty area appropriate to the position.
o Nine or more years of experience related to organizational operations or programs or a specialty area appropriate to the position.
Nice to have:
· Experience with land use management, travel demand management policy, or any efforts to increase a multi-modal approach in transportation plans.
· Experience working with states, metropolitan planning organizations, and local agencies on sustainable transportation.
