Description
The Hennepin County Sheriff's Office Criminal Intelligence division is seeking a Crime Gun Intelligence Officer (CGIO). This position will perform a wide range of analysis of information relating to criminal activities in support of law enforcement and criminal investigations.The High Intensity Drug Trafficking Areas (HIDTA) program is a federally funded, multijurisdictional law enforcement support program. The HIDTA mission is, in part, to apply enhanced intelligence processes for greater operational coordination and prosecution resulting in the reduction of organized drug distribution, drug-related violent crime, and drug money laundering, within the North Central HIDTA area of responsibility. The North Central HIDTA strives to assist law enforcement efforts in halting the distribution of illegal drugs and associated violent crime throughout the 15 HIDTA-designated counties in Wisconsin, Minnesota, and beyond.The Crime Gun Intelligence Officer (CGIO) will be assigned to the NC HIDTA Investigative Support Center (NC HIDTA ISC) collocated within the Hennepin County Sheriff’s Office, Criminal Intelligence Division, in Minneapolis, MN. The CGIO will report to the ISC Manager and Assistant ISC Manager. The CGIO will work directly with the Executive Director, and Deputy Directors of the North Central HIDTA. The North Central HIDTA CGIO will be responsible for working with criminal investigators from federal, state, local and tribal law enforcement agencies to coordinate crime gun intelligence information, and closely collaborating with personnel from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The CGIO will perform advanced functions in collecting, collating, analyzing, and disseminating data relevant to actual and anticipated criminal activity surrounding crime guns. This position is contingent on annual renewal of federal grant funding from the Office of National Drug Control Policy (ONDCP), and on satisfactory performance as determined by the North Central HIDTA Executive Director.Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. Location and hours:This position is located at the 701 Building located at 701 South 4th Avenue, Minneapolis, MN 55417. This position will also work out of the North Central HIDTA collocated facility in Minneapolis and occasionally travel to enforcement initiative sites and NIBIN locations around the state of Minnesota. The primary work schedule is Monday through Friday, any time between the hours of 7 a.m. and 5 p.m., but can include nights, weekends, occasional overtime, and holidays. Based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:
· Ensure crime guns are entered in ATF's Electronic Tracing System (eTrace)
· Ensure crime gun casings are submitted into ATF's National Integrated Ballistic Information Network System (NIBIN)
· Coordinate with North Central HIDTA initiatives and with ATF NIBIN locations in Minnesota
· Collect, analyze, and interpret crime gun intelligence information
· Organize and communicate analytical findings in written and oral format
· Research, compile, analyze, and map crime trends and patterns involved around crime guns and shooting investigations; detect and describe tactical, administrative, strategic links, patterns, and trends in gun related crimes; perform crime gun analysis in support of law enforcement efforts.
· Assist patrol, investigative, and administrative staff in planning the deployment of resources for the prevention, intervention, and suppression of criminal activities.
· Provide investigative case support to assist in criminal investigations.
· Gather, research, and analyze information to develop criminal information products.
Need to have:
· One of the following:
o Five years or more of investigation, law enforcement, or military investigator experience.
o Associate degree in criminal justice, law enforcement, business/public administration, sociology, statistics, crime analysis, information technology, psychology, or a closely related field and three years or more of investigation, law enforcement, or military investigator experience.
o Bachelor's degree in criminal justice, law enforcement, business/public administration, sociology, statistics, crime analysis, information technology, psychology and one year or more of investigation, law enforcement, or military investigator experience.
· Have a valid driver’s license.
Nice to have:
· Either possess or have the ability to obtain and retain a level of secret security clearance
· Five or more years of law enforcement experience
· Military intelligence experience including counterdrug analyst experience.
· Crime or trend analysis experience.
· Crime gun intelligence experience.
· Experience:
o Analyzing and interpreting complex statistical data and creating graphic representations of data; specifically, in an investigative or law enforcement setting.
o Researching, collecting, and interpreting data and information from a variety of sources and preparing reports using reporting tools.
o Presenting data to groups in various settings.
o Creating queries to extract data from relational databases.
o Working with federal, state, and local law enforcement databases.
o Working with Arc GIS Mapping, I2 analytical software, and Microsoft Office products (e.g., Word, Excel, Access, and PowerPoint).
· Knowledge of:
o Using data formatting and reporting tools in Microsoft Excel (especially use of sort function, filters, pivot tables, and data duplication).
o Research and data analysis methods and techniques.
o NIBIN procedures
· Ability to:
o Collect, assemble, analyze, evaluate evidence, statistics, and other pertinent information to draw logical conclusions to solve crimes.
o Apply problem solving skills and make data driven recommendations for action.
o Maintain confidential data and comply with data privacy requirements.
o Communicate verbally and in writing.
· Understanding the HIDTA concept of regional cooperation and further having the ability to implement it.
· Experience providing senior officials briefings and possess the interpersonal skills necessary to deal with state, local and federal officials.
· Experience collaborating with local, state, federal, or tribal law enforcement agencies and knowledge of local state and federal criminal justice systems.
· Knowledge and/or experience related to the field of drug law enforcement and conducting drug investigations.
· Knowledge and / or experience related to the field of gun related criminal activity, shooting investigations, and gang investigations.
· Proficiency in data collection, analysis, and interpretation OR experience as a crime analyst at a law enforcement agency or other professional experience in a law enforcement agency.
