Description
The Integrated Data and Analytics team in Hennepin County’s Strategic Planning and Analytics department is seeking a Data Strategist to increase the county’s use of data to inform decisions. This position will help the county to build capacity for using data insights in decision-making by developing or identifying data literacy content, tools, and learning opportunities, and providing technical assistance, training, and coaching to leaders and staff at all levels. This role will help leaders at all levels to better understand where and how data insights can be leveraged and how to develop, interpret, and apply data insights to strategic and day-to-day decisions. This position will report to the Principal Data Strategist/Manager of the Data Strategy Team within the Integrated Data and Analytics division.

Location and hours:
This position is remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will be Monday through Friday 8 a.m. to 4:30 p.m. While this position is designated as remote, based on current requirements hires must reside in Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Provide targeted technical assistance and training to support county strategic initiatives, including providing coaching and training with data products, metrics identification and development, and how to apply insights to decision-making.
· Build tools for and capacity of leaders at all levels to embed and use data insights in decision-making.
· Help to develop and provide targeted training and technical assistance to support data literacy among staff involved in strategic county initiatives.
· Collaborate with leadership and staff to build a data culture, with expectations for data use and data literacy embedded throughout the organization.
· Help to embed expectations for incorporating data insights into business processes, by providing technical assistance, communications support, and other efforts.
· Communicate key learning to leadership and other relevant stakeholders, including regular updates on a SharePoint page.
· Develop relationships with internal and external partners.
Need to have:
· One of the following:
o Eight or more years of experience in program evaluation, continuous improvement, or planning and administration of operations and programs.
o Bachelor's degree or higher in behavioral/social science, program evaluation, public policy, public administration, business administration, or other field appropriate to the position and four or more years of experience in program evaluation, continuous improvement, or planning and administration of operations and programs.
Nice to have:
· Experience with topics related to data literacy, research methods, continuous improvement, and using data insights to inform decision-making.
· Experience in:
o Coaching and training adult learners on topics related to data literacy, continuous improvement, and using data insights to inform decision-making.
o Planning and facilitating large and small group meetings to move work forward, providing guidance and sharing technical expertise.
o Creating and facilitating in-person and virtual training and on-demand e-learning content.
o Managing, coordinating, and implementing multiple complex projects with stakeholders simultaneously.
o Communicating complex information to varied and non-technical audiences.
o Building and maintaining productive, collaborative relationships with a wide range of stakeholders.
· Knowledge of:
o Methods of and best practices for applied research, evaluation, and monitoring.
o Data literacy, continuous improvement, and data-informed decision-making.
o Facilitation and training techniques for adult learners.
· Ability to:
o Provide guidance to and share technical expertise with a wide range of stakeholders.
o Gather, analyze, and synthesize information and formulate implementation plans.
o Manage multiple priorities and projects, especially in a virtual setting.
o Apply problem-solving skills and make data-driven recommendations for action.
o Use e-learning software to deliver virtual training.
o Work independently and consult with leadership when appropriate.
· Skill in:
o Using Microsoft Office applications (Word, Teams, PowerPoint, Excel, and Power BI) to organize work and communicate results.
