Description
Hennepin County's Housing and Economic Development department is seeking a Senior Housing Analyst to join its Housing Development and Finance division. The Housing team at Hennepin County works to ensure a full continuum of housing options are available to county residents, from single room occupancy housing (SROs) to affordable homeownership, using a disparities reduction lens. This position will be actively involved in the creation and preservation of affordable housing and will focus on Hennepin’s SRO initiative and Supportive Housing Strategy. Strong candidates will have experience with the affordable housing development process, affordable housing finance programs, loan due diligence and compliance, negotiation techniques, and supportive housing best practices.

Location and hours:
This position is hybrid and will be performed both on-site at 701 Fourth Avenue South, Minneapolis, MN 55404, and remote as job duties require. Work hours will be Monday through Friday, 8 a.m.- 4:30 p.m., with flexibility and must have the ability to travel occasionally throughout Hennepin County to meet and present to property managers, developers, and city and state funders. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Serve as program lead for the county’s innovative Supportive Housing Strategy and Single Room Occupancy programs; to learn more about these strategies click this link or this link.
· Coordinate the development of requests for proposals (RFPs), proposal review and underwriting, and county internal approvals processes.
· Establish and maintain effective working relationships with partners internal to Hennepin County (i.e., other departments) and external (affordable housing providers, other funders) to bring projects to closing and troubleshoot properties in operation.
· Undertake loan processing, including working with affordable housing developers on due diligence requirements prior to closing, working with the Hennepin County legal team on loan document review and management, and other preparations for projects’ financial closings.
· Manage disbursement processes and requests (i.e., review invoices), ensuring compliance with requirements for substantiation and expenditures.
Need to have:
· One of the following:
o Bachelor's degree in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and 18 months or more of relevant planning analyst experience.
o Bachelor's degree in one of the fields listed below and one year or more of relevant planning analyst experience.
o Master's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning or a field appropriate to the area of specialization.
Nice to have:
· Housing Development Finance Professional Certification from Grow America (formerly NDC) or the ability to obtain one within the first year of employment (this professional development opportunity would be funded by Hennepin County).
· Experience:
o With the affordable housing development process and affordable housing finance programs.
o With management of due diligence processes prior to projects’ financial closings.
o With oversight of construction administration for affordable housing, especially familiarity with construction draws involving multiple public funders.
o In the affordable housing compliance monitoring process.
· Knowledge of:
o Federal fair housing and civil rights laws and their applicability in the rental housing market.
o Federal, state, and county laws, rules, and regulations, including federal funding; program policies and procedures.
· Proficiency with a variety of computer applications (e.g., statistical software, spreadsheets, databases), including high proficiency with Microsoft Office Suite.
· Understanding of requirements, regulations, and best practices required by typical affordable housing funding sources, both capital sources and rental assistance.
