Description
The Housing and Economic Development Department is seeking a Housing Planner to provide support and back up across the Housing division that includes program administration, contracting, compliance, and performance for a variety of federal, state, and local housing and related programs. This person will receive work direction from multiple managers working to ensure that commitment to continuous improvement, one of Hennepin County's core values, is carried out by assisting in the implementation, reviewing, analyzing, and evaluating operational effectiveness.Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. Location and hours: This position is hybrid and will be performed both on-site at 701 4th Avenue South, Minneapolis, Minnesota 55415 and remote as job duties require. Work hours are flexible, Monday through Friday, 8 a.m. - 4:30 p.m.While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Assist the managers of Department of Housing and Urban Development (HUD) programs, including HUD HOME Investment Partnerships Program (HOME), Community Development Block Grant Program (CDBG), Emergency Solutions Grant (ESG), along with Hennepin County Housing and Redevelopment Authority (HCHRA) with contracting, compliance, and performance.
· Track, review and document occupancy status for homeownership activities.
· Act as the main contact and service the housing loan portfolio; collect, review, and process all subordination and satisfaction requests for HOME, CDBG, and HCHRA loans.
· Provide information to lenders and homeowners.
· Coordinate and format federal plans and reports; coordinate, enter, and update all information into various government reporting systems.
· Maintain and coordinate off site storage requests for the department including maintaining records retention schedule and coordinating the destruction/storage of records.
Need to have:
· One of the following:
o Bachelor's degree or higher in urban/city planning, housing, business administration, public administration; research methods, statistics; behavioral/social science; public health; computer science/MIS or management science; or a field appropriate to the area of specialization.
o Bachelor's degree or higher in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning, or evaluation and one year or more of relevant planning analyst experience (e.g., analysis, evaluation, and/or project management).
· Access to reliable transportation to attend occasional meetings throughout Hennepin County, or the ability to obtain a Hennepin County driver's permit.
Nice to have:
· Experience:
o Managing and prioritizing multiple complex projects.
o Working with federal, state, or local affordable housing programs and regulations.
o With HUD programs such as CDBG, HOME and Emergency Solutions Grant (ESG) programs.
o Monitoring grantees for compliance with regulations, procedures, and written agreements.
o Knowledge of:
o Federal fair housing and civil rights laws and their applicability in the housing market.
o Policy and procedure analysis that includes process analysis and program design.
o Ability to:
o Develop and maintain positive working relationships with peers, agency and organizational partners, and other stakeholders.
o Work within a variety of computer applications (statistical software, spreadsheets, and databases) including Microsoft Office Suite.
o Develop and follow through on timelines and work plans to meet deadlines.
o Work both on small teams and in a self-directed environment.
