Description
The Human Services and Public Health (HSPH) department seeks an Area Manager to strategically lead and oversee efforts related to homelessness and eviction prevention within the broader Hennepin County Housing Stability Area. This role will be responsible for managing a team of 30 or more full time staff and a budget of $15 million or higher.This role will focus on achieving three critical goals:
· Reduce new entries into homelessness
· Reduce evictions
· Efficiently, effectively, and equitably disburse emergency rental assistance to low income households
Effective December 31, 2023, there will be a general salary adjustment of 2.5% to the minimum and maximum of the range. Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. For more information visit employee referral program. Hours and location:This position is hybrid and will be performed both on-site at department buildings, and remote as job duties require. Work hours are flexible, Monday – Friday, 8 a.m. – 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. · Communicate the department vision and strategic direction with relation to preventing evictions and homelessness and inspire and motivate others, including internal and external partners, to share the vision and work towards its achievement.
· Direct the team in developing, measuring, reporting, and achieving outcomes through contracted and directly operated homelessness and eviction prevention services that contribute to the vision.
· Promote employee development, involvement in decision-making, and participation in department-wide activities; create and promote an adaptive and diverse workforce.
· Lead the team in maximizing the effectiveness, efficiency and equity of all County funded and supported services, programs, and resources.
· Manage finances and funding including budget development, on-going financial review, expense and revenue tracking, and balancing expenditures to revenues.
· Directly engage with people who have experienced or are experiencing homelessness and housing instability to inform funding, hiring and policy decisions.
· Establish effective working relationships with key contacts from the state, local jurisdictions, other counties, school districts, nonprofits, faith-based organizations, businesses and community groups to develop partnerships and align plans and strategies to focus on improved outcomes for Hennepin County residents.
· Prepare and present reports to senior management, county administration and/or policy boards to inform policy and resource allocation considerations.
Need to have:
· One of the following:
o Eight years or more of supervisory experience in an area related to the position, at least two years at the program level or equivalent.
o Bachelor's degree in behavioral/social science, business administration, nursing, public administration, public health, or related field, and four years or more of supervisory experience in an area related to the position, at least two years at the program level or equivalent.
o Master's degree or higher in one of the above fields and three years or more of supervisory experience in an area related to the position, at least one year at the program level or equivalent.

· Knowledge of public human service programs.
· Demonstrated proficiency of communication skills and experience presenting complex information in large and small group settings.
· Lived experience or education around addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, and/or differing ability equity.
