JOB QUALIFICATIONS
Successful applicants for the Human Resources-Bookkeeping position shall have the following qualifications:
Mandatory: Bachelors degree in Accounting, Human Resources Management, Business Administration, or related field
Mandatory: Integrity, ethics, commitment, reliability
Mandatory: Comprehension of and practice of superior customer service
Mandatory: Fluency with Excel spreadsheets (experience with pivot tables, etc.)
Mandatory: Min. 5 years successful track record with bookkeeping plus broad HR functions and procedures (payroll, benefits administration, compliance, onboarding, development of policies and procedures, maintaining employee records, state registrations)
Strongly Preferred: Experience with federal contracting
Strongly Preferred: Experience with small business
Strongly Preferred: Experience operating in multiple states
Preferred: Familiarity with Paychex payroll functions
Preferred: Background in healthcare industry
Exceptional organizational and time management skills

Human Resources Duties and Responsibilities:
Recruiting as needed (checking references, producing offer letters)
Onboarding new hires to include background checks and Forms I-9
Participation in New Hire Orientation
Participation in employee team meetings and minutes
Time and Attendance records
Management and administration of employee benefit plans
Employee records/files and Employee Roster
Compliance of employee files and records
Employee credentials and licensures as required by contract
Employee Handbook
Policy development as needed
HR needs as required by contracts.
Management of Paychex and vendor platforms
Termination support (produces termination letters, exit interviews)
Offboarding support (benefits communication)
Supervises Payroll/Invoicing Specialist towards efficient operations of Bookkeeping and HR functions, superior customer service to employees and clients, plus support as needed by the COO and CHRO
Bookkeeping Duties and Responsibilities:
Payroll
Invoicing, tracking and collecting receivables, and payables
Annual financial statements (draft versions)
Quarterly contract performance analysis
Expense Reports
Employee compensation (merit raises, cost of living increases, Health & Welfare benefits under the Service Contract Act)
State business registrations and excise taxes
Point of Contact for employee benefits, timesheets, and payroll inquiries
