Description
Hennepin County’s Real Estate Information Technology Tax (RS IT Tax) division of the Land Information Tax & Services department seeks to fill an IT Business Analyst II position. This person will support business partners, primarily in the Property Taxation division, by performing and leading business analysis activities at the department level or for key components at the enterprise level. RS IT Tax employees act as technical partners of excellence and leaders in developing innovative solutions which help responsibly and efficiently fund Hennepin County services that enhance the well-being of our communities.Effective December 31, 2023, there will be a general salary adjustment of 2.5% to the minimum and maximum of the range. Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. For more information visit the employee referral program page. Location and hours: This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will be Monday through Friday, 8 a.m. - 4:30 p.m. Based on business needs of this position, hires must live in or relocate to Minnesota.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.
About the position type:This is a full-time, benefit earning position.This position is internally classified as an Information Technology (IT) Business Analyst II.Click here to view the job classification specification.At this time, employees may be eligible to receive an additional cash merit of up to $2322.71 that can be earned annually based on performance.In this position, you will:
· Work as a business analyst/product owner, daily support analyst, and small project lead.
· Learn the data, systems and business processes supporting the Hennepin County Property Tax business; execute processes and support daily business operational needs.
· Negotiate and resolve business processes, technology, and communication gap issues.
· Identify and define business needs and work with team to identify technology alternatives and advocate for investments to improve business practices.
· Elicit requirements using interviews, document analysis, requirement workshops, etc.
· Effectively verify and validate requirements, ensure that all requirements support the delivery of business value, fulfills goals and objectives, and meets stakeholder needs.
· Collaboratively develop and write use cases/user stories including acceptance criteria, requirements documentation, process modeling, entity relationship diagrams, and data flow diagrams.
· Consult with quality assurance analysts to ensure thorough requirement testing.
· Work with project leads, developers, quality assurance analysts and business managers to define project scope, estimate, and determine needed skillsets.
· Fill lead or quality assurance roles on initiatives as needed.
Need to have:
· One of the following:
o Completion of an approved information technology certificate or completion of five college/vocational technical technology courses and two years or more of information technology experience.
o Completion of an approved Hennepin County IT internship and two years or more of information technology experience.
o Two-year college/vocational technical degree in a technology field and two years or more of information technology experience.
o Four or more years of information technology experience.
o Bachelor's degree or higher in computer science, information technology, management information systems (MIS), business administration, business management, or related field and one year or more of information technology experience.
Nice to have:
· A business analyst certificate.
· Three or more years of experience working as a business analyst and product owner.
· Experience:
o In an IT business analyst role that includes creating user stories or process modeling.
o Working with multiple disciplined agile methodologies/frameworks (e.g., LEAN, Modified Scrum).
o Working in an application development and operational support environment; in a tax domain preferred.
· Knowledge of:
o Project management and/or Agile and its principles.
o The quality assurance discipline and its principles.
o The assessment and property tax domain.
o Web content accessibility guidelines.
· Ability to:
o Work with IT infrastructure (e.g., implementing security solutions).
o Contribute to the creation of a strategic roadmap.
o Collaborate and work effectively with team members, stakeholders, and subject matter experts.
o Communicate concisely and clearly on subject matter on all levels.
o Analyze, document, troubleshoot, and resolve complex problems.
