Description
Hennepin County is seeking an enterprise-wide project manager to lead planning, management and execution of the HennepinCounty.gov (the county’s digital centerpiece and primary website) product launch. The multi-year project involves a top-level domain change and a website build that applies best practices and standards to ensure consistency across digital design, content, usability, accessibility and business need. This position will work with the Product Manager for Hennepin County’s primary website and be responsible for all aspects of the project management lifecycle. The candidate will work collaboratively to coordinate across multiple enterprise workstreams the design of a modern, user-centered Hennepin County website that supports residents’ needs. This will help reduce disparities and drive the department’s commitments to serving with excellence, centering people, and advancing operations. Location and hours: This position is hybrid and will be performed both on-site at the Hennepin County Government Center at 300 South 6th Street, MN 55487 and remote as job duties require. Typical work hours will be Monday through Friday, 8 a.m. - 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. About the position type: This is a full time, limited duration (up to two years), benefit-earning position. This position is open for application to external candidates and current Hennepin County limited duration or permanent employees through a mobility assignment which is a temporary voluntary job change to a different department that is filled by a current employee to carry out the duties of the same or a different job class. This position is internally classified as an Information Technology (IT) Project Manager III. Click here to view the job classification specification. This position is eligible to receive an additional cash merit of up to $2,710.03 that can be earned annually based on performance. In this position, you will:
· Drive all project management aspects for the hennepincounty.gov project.
· Manage all project activities through the life of the project; project kick-off, timeline scheduling, budget, time allocation, resource requirements, issues, risks, stakeholder management, and changes within the effort.
· Serve as a single point of contact for the product owner on the project, provide coaching and direction to other project managers and participants.
· Monitor project status, develop detailed work plans, schedules, project estimates, resource plans, status reports, meeting minutes, and presentation.
· Ensure project priorities are established and aligned with the mission, vision, strategic direction and goals.
· Advise hennepincounty.gov team on administrative policies and procedures, problems, priorities and methods, ensuring that the activities assigned are completed in the most competent, effective and efficient manner.
· Serve as a single point of contact for senior management and county leadership.
Need to have:
· One of the following:
o Bachelor's degree in business administration, management information systems (MIS), web development, or an approved related field and five or more years of experience managing technology projects.
o Associate degree in one of the above fields or approved certification in an IT program and seven or more years of experience managing technology projects.
o Project Management Professional (PMP) certification and seven or more years of experience managing technology projects.
o An approved Hennepin County IT internship and seven or more years of IT experience.
o Completion of five college/vocational technology courses and seven or more years of IT experience.
o Nine or more years of IT experience.
Nice to have:
· Certification(s) in project management (e.g., Agile ScrumMaster Certification, Project Management Professional PMP or PgMP).
· Experience:
o Managing large complex IT projects and/or enterprise-wide IT projects.
o Managing, optimizing and/or launching enterprise websites in a government, academic, or corporate environment using a robust content management system such as Sitecore or Adobe AEM.
o Creating and maintaining project documents to successfully manage a project from initiation through close out.
o Managing vendor contracts.
· Knowledge of:
o Project management best practice, agile methodologies/frameworks; organizational applications; technology integrations; office productivity software (i.e., Microsoft Office, Project, Visio etc.).
o Human centered design and organizational policies and procedures.
· Ability to:
o Manage and mitigate risks in a project.
o Organize and plan work effectively; manage timelines, resources and workflows to deliver high-quality projects on time and within budget.
o Anticipate needs, think critically with attention to detail and problem solve with minimal direction.
o Facilitate meetings; communicate in plain language through written and in-person presentations.
o Effectively engage and gain consensus from stakeholders at all levels of the organization.
o Establish and maintain effective working relationships across organizational boundaries and work with and in diverse teams.
o Use a racial equity or disparity reduction lens in daily work.
