Description
Intergovernmental Relations (IGR) is seeking an experienced professional to serve as the lead Lobbyist for county-owned health systems, inclusive of the Hennepin Healthcare system (HHS) for local, state, and federal government affairs. This position will work with county staff and external stakeholders (including the legislature, state agencies, the Governor’s office, local and federal governments) to develop lobbying programs advancing the health systems goals and resource needs. The position is non-supervisory.
Location and hours:
This position is hybrid and will be performed both on-site at the Hennepin County Government Center, 300 South 6th Street, Minneapolis, MN 55487, with frequent time spent on the HHS campus and clinics, and remote as job duties require. During the legislative session, the position requires near daily presence in and around the Minnesota State Capitol, 75 Reverend Dr. Martin Luther King Jr. Boulevard, Saint Paul, Minnesota 55155. Work hours will typically be Monday through Friday during core business hours with the ability to work after hours during the legislative session as needed.
While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
Strategize
· Work on the development of health system priorities of the annual state and federal legislative platforms.
· Collaborate with the county’s health and human services lobbyist and IGR Deputy Director on strategies.
· Participate in health system-wide committees and convenings to provide legislative updates.
· Expand capacity in partnership with county-owned and affiliated health systems to advance shared policy needs.
· Meet regularly with Hennepin Healthcare system, NorthPoint, and public health leadership to offer strategy, guidance, and perspectives.
Partner
· Collaborate with affiliated and interested lobbyists to identify and advocate for policy positions and resources of mutual benefit to the county and the health systems, help facilitate resolution of tension points between county and health systems on policy and program design/implementation between.
· Work with health system providers and health advocates to develop joint advocacy plans to advance the county and the health systems health priorities.
· Work with the Minnesota Hospital Association, America’s Essential Hospitals and other healthcare associations, including drafting positions for their legislative platforms that align with Hennepin County legislative needs.
· Resource associations and coalitions to further the county and health systems health care interests.
Data Analysis and Reporting
· Identify trends in healthcare delivery and finance and reviews for potential impact on health systems and county.
· Synthesize data and information from state and federal agencies on healthcare delivery and finance for use in reporting to health system and county staff and commissioners.
· Generate original content for health system leadership and County Administration, including fact sheets.
· Organize and lead regular meetings of health systems program leaders.
Need to have:
· Bachelor's degree or higher in business, liberal arts, public administration or related field and four years or more of experience involving the analysis of major administrative programs or legislation, two of which must have been within or on behalf of a public sector governmental entity.
· Access to reliable transportation to travel within the Twin Cities and occasionally throughout Minnesota.
