Description
The Human Resources department is seeking an experienced Organization Effectiveness Manager. Under the direction of the Deputy Human Resources Director, the Organization Effectiveness Manager is responsible for executing an overall strategy to unite Hennepin County's Learning and Development and Organization Development divisions. The work in each division supports teams, managers, and individuals become more effective in their roles while meeting and exceed Hennepin County in its goal of serving residents.

Location and hours:
This position is hybrid and will be performed both remotely, on-site at 300 South 6th Street, Minneapolis, MN 55487, and at Hennepin County building locations as job duties require. Hours will be flexible, working 8 hours per day during core business hours, Monday - Friday 7 a.m. - 5 p.m.
While this position is designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. · Develop short and long-term operational strategies designed to bring cohesiveness to internal and external processes; perform overall needs-analysis and assessment to position county for organizational excellence.
· Identify, track, and analyze metrics to measure organizational design and effectiveness related issues, prospectively and retrospectively, and design and implement solutions; ensure solutions meet the needs of the county and are aligned with the strategic goals and objectives on an ongoing basis.
· Provide consultation to the Human Resources senior leadership team and leadership team on programs to support organizational effectiveness, learning and development, and organization development.
· Contribute to short and long-term organizational planning and strategy as a member of the senior leadership team.
· Manage and increase the effectiveness and efficiency of Organization Development and Learning and Development areas through improvements to each function as well as coordination and communication between functions; brainstorm and consult to troubleshoot operations and improve efficiencies.
· Facilitate the use of latest tools, technologies, and techniques in support of the county’s needs and strategic plan.
· Build, manage, and leverage relationships to support individual department and organizational effectiveness needs to achieve desired organizational results.
Need to have:
· One of the following:
o Bachelor's degree or higher in business administration, industrial relations, human resources administration, public administration, psychology or a field closely related to the position and five or more years of professional human resources experience.
o Nine or more years of professional human resources experience.

o Leading multiple teams concurrently.
o Developing budget and staffing strategies in alignment with organizational goals.
o Leading the improvement of human resources service delivery through the use of human resources/personnel data and data analytics.
o Creating comprehensive training programs that develop skills and competencies of employees at all levels of the organization.
o Preparing and developing county leaders at all levels of the organization including promoting the county leadership model, core values, talent review and succession planning oversight and leadership coaching.
o Leading the expansion of/and leveraging new technology to support e-Learning, webinars, and other technology-based delivery methods.
o Supporting 360 assessment and other assessment tools.
o Conducting best practice research on learning and development, organizational development, or human resources related topics.
o Creating and implementing organizational development programs and services.
o Implementing other human resources programs or services.
o Working directly with governing boards and/or elected officials.
· Ability to:
o Anticipate future trends, assess impact of issues, and display a systems thinking approach.
o Inspire effective team building, development and motivation of staff, and successful conflict management.
o Build and maintain excellent relationships with governing boards, local, state, and federal policy makers, intergovernmental agencies, and community leaders.
o Communicate complex concepts verbally, in writing, and in presentations to elected officials, County Administration, and department leaders.
