Description
The Disparity Reduction line of business is seeking a Program Developer to support and help lead anti-displacement implementation within the Blue Line Extension. This position will collaborate closely with the Senior Department Administrator, Disparity Reduction leadership, Public Works, and other Hennepin County divisions and lines of businesses, as well as external stake holders such as various government and community partners. This position will be working with those internal and external partners in all aspects of policy and program development, evaluation, and implementation, while focusing on advancing robust anti-displacement and community wealth building strategies.
The Blue Line Extension is a partnership between the government and community partners to extend the Blue Line Light Rail from downtown Minneapolis to Brooklyn Park, connecting some of our region’s most diverse communities and transit reliant residents to jobs, education, healthcare, culture, and opportunities. For more information visit the employee referral program page.Location and hours:This position is hybrid and will be performed at the Hennepin County Government Center 300 South Sixth Street, Minneapolis, Minnesota, 55487, several community locations throughout Hennepin County, and remote as job duties require. Work hours are typically Monday through Friday, between 8 am - 4:30 pm. While this position is hybrid, based on current requirements hires must reside in or relocate to Minnesota.New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.In this position, you will:
· Manage strategy, critical path analysis, planning, and logistics implementation.
· Develop implementation plans, goals, and objectives according to program requirements and project demand for services.
· Develop, maintain, and manage key community partnerships.
· Serve on and facilitate intergovernmental task forces and committees.
· Evaluate program results and prepare reports to assist top management, County Administration and/or policy boards in making decisions about organizational and/or community program planning.
· Research the impact of decisions, programs, and reports relating to management planning efforts and perform specialized management studies to assist in program development.
· Analyze public policy; develop and recommend policy revisions.
· Other duties as assigned.
Need to have:
· One of the following:
o Bachelor's degree or higher in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and four years or more of relevant planning analyst experience.
o Bachelor's degree or higher in one of the fields listed below and three years or more of relevant planning analyst experience.
o Master's degree or higher in one of the fields listed below and two years or more of relevant planning analyst experience.
o Ph.D. degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization.

· Experience:
o With policy and/or program development and/or implementation.
o Working with and/or in local government systems.
o With small business supports, legal services, economic supports, affordable housing, transit-oriented development, community engagement, capacity building, policy and systems change.
o Using a systemic lens to lead an effort to address a disparity of outcomes (racial, gender, ability, or other disparity identified along demographic lines) in a professional setting.
· Ability to:
o Identify and solve problems using data and apply analytical and creative thinking to make data-informed recommendations for action.
o Build and nurture collaborative relationships with a variety of business partners and stakeholders.
