Description The Safe Communities service area in Human Services and Public Health (HSPH) is seeking a Senior Planning Analyst to oversee and organize efforts on prioritized projects and other improvement efforts in Safe Communities, using project management and program evaluation skills. This position will work independently and within a team environment at a high level to drive work forward, conduct program evaluations and continuous improvement projects, and use metrics and other data to contribute to evaluation and reporting efforts. Safe Communities is a new service area which uses violence prevention, intervention and mitigation strategies to create conditions which leads to healthy and thriving communities. Major initiatives include No Wrong Door, Anti-Hate Initiative, Joint Community Police Partnerships, Gun Violence Prevention, Domestic Violence programming and services, and the Youth Connection Center. Location and hours: This position is hybrid and will be performed both remotely and on-site at Hennepin County buildings as job duties require. Work hours will be Monday through Friday, 8:30 a.m. to 4:30 p.m., with flexibility. While this position is designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. In this position, you will:
Manage a portfolio of projects and lead efforts to develop coordinated project definitions, project plans, project deliverables, and outcomes.
Serve as project manager on assigned projects to define project scope and objectives, create and execute project plans and revise as appropriate using standard project management and continuous improvement tools and techniques.
Conduct formal evaluations of programs and identify key measures to assess the performance of programs, initiatives, and processes.
Use racial equity and quality improvement frameworks (LEAN, Results Based Accountability, and Racial Equity Impact Tool) to identify meaningful benchmarks, outcomes, and metrics for critical projects and initiatives; recommend and implement strategies to improve outcomes.
Coordinate and manage the Request for Proposal processes for key community contracts.
Coordinate with data analysts in the collection, monitoring, and presentation of data.
Draft written reports and presentations related to evaluation process and findings.
Facilitate discussions with medium to large sized groups, possibly including staff, supervisors, managers, area managers and/or county Administration.
Provide high level administrative and planning support for the director and Safe Communities team.
Need to have:
One of the following:
Bachelor's degree in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and 18 months or more of relevant planning analyst experience.
Bachelor's degree in one of the fields listed below and one year or more of relevant planning analyst experience
Master's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning or a field appropriate to the area of specialization.
