Description
The Strategic Planning and Initiatives (SPI) department is seeking to hire a Strategic Initiatives Consultant with strong consultative and project management skills and an interest in evaluation. This dynamic position will play a pivotal role in advancing our departmental goals and priorities and will be tasked with supporting high-quality, mixed-method evaluations, implementing evaluation capacity building strategies, and providing project management SPI projects. The mission of the SPI Department is to drive enterprise strategic planning to align investments and advance strategic priorities of County government. We do this by facilitating and managing enterprise and departmental strategic planning processes and initiatives to help ensure the successful integration of data, projects, and investments into County-wide strategies. Location and hours:
This position is hybrid and will be performed both on-site at the Government Center 300 South 6th Street, Minneapolis, MN 55415, other county facilities, and remote as job duties require. Work hours will primarily be Monday through Friday, 8 a.m. - 5 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Support the implementation of high-quality, mixed-method evaluations that are designed to meet the needs of each client/context, including instrument design, data collection and analysis, and report writing.
· Support the implementation of evaluation capacity building initiatives across the enterprise.
· Assist with departmental initiatives as needed with subject matter expertise.
· Provide project management expertise on assigned projects across Hennepin County.
Need to have:
· One of the following:
o Six or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
o Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and two or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
Nice to have:
· Experience:
o Managing multiple priorities using project management tools and techniques.
o Planning and facilitating large and small group meetings to build alignment among participants and to effectively move work forward.
o With mixed-methods research including conducting/supporting data collection, data management, and preliminary analysis as part of a research/evaluation project.
o Assisting with the development of effective communication products for internal and external stakeholders including reports and presentations.
o Building and maintaining productive and collaborative relationships with colleagues and stakeholders.

· Ability to:

o Collect, organize, and analyze both qualitative and quantitative data to support comprehensive program evaluations.
o Think critically and problem-solve and adapt to changing evaluation needs and methodologies.
o Use Microsoft Office applications (Word, Teams, PowerPoint, Excel, and Outlook) to organize work and communicate results.
o Apply diversity, equity, and inclusion best practices to projects to help reduce racial and other disparities in the community.
· Knowledge of:
o Project management tools, approaches and practices.
o Facilitation methods, tools and approaches that can work for hybrid, in-person, and virtual settings.
o Quantitative Methods and Tools (Descriptive statistics and Basic Data Visualization).
o Qualitative Methods (Ability to facilitate focus group/ interview protocols).
o Ethical standards in research and evaluation (e.g. confidentiality, informed consent).
