Hennepin County's Strategic Planning & Analytics department is seeking two Strategic Planning and Performance Management Associates to join the enterprise strategic planning team. These positions will guide the development and execution of both enterprise- and department-level strategic planning and performance management efforts at Hennepin County. These positions work closely with executive leaders, department directors, and management to drive alignment across the organization, consistent with defined enterprise priorities. This work includes managing the performance of strategies and objectives in plans to gather insights on successes or potential areas where strategies need to be adjusted.
These positions are responsible for executing strategic planning processes that engage the appropriate functional experts, internal and external to the department, at the appropriate time to ensure high-quality, on-time strategic planning deliverables. Strategic planning and performance management initiatives led and supported by the strategic planning team are complex and have department- and enterprise-wide impacts that are critical to ensuring alignment to identified disparity reduction and climate action goals. The work being executed by the Strategic Planning and Performance Management Associate requires strong facilitation, project management, risk management, and executive stakeholder management skills.

Location and hours:
These positions are hybrid and will be performed both on-site at the Government Center (300 South 6th Street, Minneapolis, MN 55415) or Ridgedale Library (12601 Ridgedale Drive, Minnetonka, MN 55305) and remote as job duties require. Work hours will primarily be Monday through Friday, 8 a.m. - 5 p.m. While these positions are designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

Salary
$74,995.39 - $119,047.91 Annually
In these positions, you will:
Lead the strategic planning process and strategy management initiatives to create formal enterprise and department level strategic plans, management protocols, and related artifacts; this work includes the development of effective working relationships with county leaders, senior managers, and subject matter experts; consensus building and risk management strategies; and complex project management expertise.
Monitor, evaluate and communicate the progress of strategic plans though ongoing performance management efforts.
Develop and contribute to the ongoing advancement of tools, frameworks, standards, and communication materials for strategic planning and performance management work.
Participate in professional development and training opportunities that support the department and team’s overall mission and goals.
Build out of a new service inventory, in conjunction with the IT business architecture team, to create stronger sightlines across the enterprise, identify connections and opportunities to collaborate on shared services, and further inform the development of strategic initiatives.
Support the County’s commitment to racial equity, disparity reduction, and being data-informed by being well-versed in the County’s approaches to reducing disparities, including the use of the Racial Equity Impact Tool (REIT), and collaborating with appropriate subject matter experts.
Need to have:
One of the following:
Nine years or more experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and five years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
