We’re hiring a Talent Acquisition Specialist! This position will manage the posting process for vacancies spanning multiple departments. This position works in partnership with hiring supervisors, human resource business partners, and others in the organization to ensure vacancies are filled with the best possible candidates. The HR Talent Acquisition team is in the process of transitioning to a full-cycle recruitment model, and we are seeking an individual who will be an excellent change agent through this implementation. The successful candidate will work well in a fast-paced environment, successfully handle competing priorities, foster an outstanding applicant experience, and empower hiring managers to make smart and timely hiring decisions. This position is hybrid and will be performed both on-site, at out-of-town recruitment/meeting locations, various Hennepin County building locations, and remote as job duties require. Hours will be flexible, during core business hours, Monday - Friday 7 a.m. - 5 p.m. This position also requires the ability to work some evenings and weekends, occasionally on short notice, in order to attend recruiting events and meetings of community and professional organizations.
While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
Manage the posting/hiring process for entry to mid-level positions: review standard recruitment with hiring contact and recommend additional recruitment options; post opening to additional job boards when needed; screen candidates, ensure candidate pool reflects the position needs and county goals; function as an intermediary between leadership and candidates to effectively respond to issues and concerns; use data-driven decisions and judgement when determining criteria and screening application materials; ensure compliance with all applicable laws, policies and procedures.
Serve as the subject matter expert when communicating human resources hiring processes and policies.
Contribute to disparity reduction initiatives and diversity, equity, and inclusion efforts for hiring and retention; identify potential hiring barriers in processes, procedures, and policies.
Represent the county at career fairs and community and professional organizations' meetings, and events.
Contribute to content on LinkedIn and online sites through job postings, and other content.
Serve as a lead for programs and projects within the division.
Create and present information in a variety of formats such as presenting information to new employees during New Employee Academy; presenting application/resume best practices in Employee Career Center workshops; and educating employees/supervisors/managers on being brand ambassadors.
Need to have:
One of the following:
Two or more years of experience in a human resources setting.
Two or more years of college coursework, including 12 or more credits in a human resources related field such as business administration, industrial relations, psychology, or public administration.
Certificate in human resources from an approved college or university.
In order to represent Hennepin County at career fairs and other community outreach events, the ability to:
Have a flexible schedule to accommodate occasional evenings and weekends.
Travel within the Twin Cities metro area and occasionally out-of-town to attend events.
Lift up to 40 pounds and maneuver a cart/display over uneven terrain.

Experience:
Creating and writing job postings.
Working in a full cycle recruitment environment.
Using NEOGOV or similar applicant tracking systems.
Using PeopleSoft (APEX).
Ability to:
Work independently and manage changing priorities, demands, and timelines in a virtual environment.
Establish and maintain effective working relationships with all levels of the organization and contribute to a team environment.
