Description
The Hennepin County Elections department is responsible for the administration and supervision of all federal, state, and local elections in the county and the 800,000 registered voters. The department is seeking a Voter Outreach/Engagement Program Manager. This position will report to the department’s Division Manager for Voter Engagement and will be responsible for delivering all elements of the voter outreach and engagement program.
This position will develop and implement voter outreach and engagement programs, oversee the development and supervision of seasonal staff supporting the voter engagement program, and manage communications and development of outreach resources.

Location and hours:
This position is hybrid and will be performed both on-site at the Hennepin County Government Center, 300 South Sixth Street, Minneapolis, MN 55487 and remote as job duties require. Work hours will be Monday through Friday, between 8 a.m. – 4:30 p.m. and are subject to change based on business need. While these positions are designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In these positions, you will:
Develop and implement voter outreach and engagement program for the department to increase voter registration and reduce disparities in voting access among county residents; establish objectives, policies and plans for program implementation; collect and analyze data to inform strategic directions, goals and measure successes and evaluate program performance and effectiveness.
Manage countywide initiatives including development and monitoring of contracts for voter outreach and education services with community partners and contracts for advertising through print, radio and digital outreach campaigns; execute pandemic recovery projects; develop and implement specialized training for community partners and internal and external partners across the county and state.
Facilitate organization-wide and countywide committees and task forces; represent the department and county on internal and external work groups and committees; maintain and expand collaborative internal and external partnerships supporting voter engagement work.
Advocate legislative platform priorities promoting program advancement incorporating community partner feedback and countywide engagement goals; work with program area management and department staff to implement legislative changes related to voter outreach and engagement; recommend policy, procedure and plans for program implementation.
Supervise seasonal voter outreach and engagement staff.
Forecast program budget and seasonal staffing needs with program area manager; coordinate program area staffing; hire and supervise seasonal staff.
Need to have:
One of the following:
Eight or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and four or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
