Description

Hennepin County’s Elections department is seeking an Election Absentee Vote-by-Mail Program Manager specializing in administering absentee voting in Minnesota.  This supervisory position will assist in setting goals and objectives for the absentee vote-by-mail team, provide data and qualitative analysis to evaluate performance, and perform essential administrative tasks to administer secure and transparent absentee voting in Hennepin County. The Elections department is responsible for the administration and supervision of all federal, state, and local elections in the county and 800,000 registered voters.

Location and hours:

This position is hybrid and will be performed both on-site at the 625 Building at 625 4th Avenue South, Minneapolis, MN 55487, and remote as job duties require. Work hours will be Monday through Friday, between 8 a.m. to 4:30 p.m. and are subject to change based on business need. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:         

·       Supervise staff: 

o   Develop and implement a seasonal employee experience plan to include determining the number of seasonal employees needed, hiring and interview schedule, onboarding plan, employee assignments, employee training, employee support during their employment, and offboarding plan. 

o   Hire and supervise permanent staff supporting the absentee vote-by-mail program area.  

o   Develop, revise and deliver specialized training related to absentee vote-by-mail and absentee ballot counting to permanent and seasonal staff, city clerks, and school district clerks; provide follow up individual or group retraining. 

o   Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity and inclusion and ensure a collaborative, diverse, motivative, supportive, and flexible work culture and develop future leaders. 

·       Manage election procedures:

o   Develop and implement absentee vote-by-mail and absentee ballot counting procedures; manage the Hennepin County absentee ballot board. 

o   Implement quality control monitoring and data gathering for post-election evaluation of the process; support administration of recounts and oversee retention of absentee vote-by-mail materials.

o   Forecast voter trends and monitor absentee vote-by-mail resource needs. 

·       Track law change proposals through the legislative process: 

o   Assist supervisors in evaluating the effect of the changes and recommend support or opposition based on its effect on department and countywide goals. 

o   Suggest alternative policy or legislation that would support department and countywide goals. 

·       Manage customer complaints and inquires:

o   Assist city clerks in resolving customer complaints. 

o   Assist internal department customer service staff with resolving customer complaints or directly resolve complaints if escalated. 

·       Participate in multijurisdictional initiatives, committees or task forces as a subject matter expert and a representative of the department. 

·       Perform additional duties that may include voter registration, candidate filing, campaign finance reporting, customer service, clerk training and voting equipment support.


Need to have:

·       One of the following:

o   Eight or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position. General administrative work is defined as the administration and/or management of programs, policies, and/or budgets. 

o   Bachelor's degree or higher in political science, public administration, business administration, or other field appropriate to the position and four or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position. General administrative work is defined as the administration and/or management of programs, policies, and/or budgets. 


Nice to have:    

·       Experience:

o   Administering absentee vote-by-mail. 

o   Working directly with state and local election officials. 

o   Managing operations at an absentee voting central count facility, overseeing use of high-speed ballot tabulation equipment.

o   Recruiting, hiring, and supervising regular and seasonal staff.

o   In racial, gender, LGBTQIA+, neurodiversity or differing ability equity. 

·       Knowledge of: 

o   Election statutes, rules, and relevant court decisions related to absentee vote-by-mail. 

o   Minnesota and Federal election law. 

o   Minnesota Statewide Voter Registration System. 

o   Local city charters and ordinances in Hennepin County. 

·       Demonstrated skill using Microsoft Office suite, including advanced proficiency in Excel for data analysis and spreadsheet management.  

·       Ability to:

o   Lead complex projects. 

o   Develop and deliver specialized training. 

o   Handle complex, detailed, and simultaneous tasks in a fast-paced environment by setting priorities to meet deadlines. 

o   Collaborate across the cultural similarities and differences of team members, including internal and external partners.

o   Actively contribute to creating a workplace that values diversity and inclusion.

o   Engage in ongoing professional development related to diversity, equity, and inclusion.
