Description

Hennepin County's Emergency Management department is seeking an Emergency Management Coordinator to join their team. The ideal candidate should have a background in logistics and field operations supporting crisis response to manage, maintain, dispatch, track, mobilize, and demobilize equipment caches during disasters. Current Hennepin

Location and hours:

This position is on-site at the Public Works facility located at 1600 Prairie Drive, Medina, MN 55340. There is no public transportation to this facility. Work hours are Monday through Friday, 8 a.m. – 4:30 p.m. This position may occasionally include non-regular work hours/on-call during an “activation to assist” alert. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire. 


About the position type:

This is a full-time, benefit earning position. This position is internally classified as an Emergency Management Coordinator. Click here to view the job classification specification.


In this position, you will:   

·       Develop, operationalize, track, and improve procedures to mobilize, dispatch and demobilize resources during and after an emergency. 

·       Lead county damage assessment operations from Rapid Damage Assessment (RDA) through Preliminary Damage Assessment (PDA).

·       Store, maintain, and test resources in the Hennepin County disaster cache. 

·       Lead maintenance and lawncare operations of Hennepin West Mesonet sites. 

·       Assist in the annual resource gap analysis process and associated Hazard Identification & Risk Assessment (HIRA) update. 

·       Determine and track scheduled or phased maintenance program with mobile inventory (internal or external contracts).

·       Maintain and/or develop a physical (visual and operational) cyclic inventory inspection program.

·       Maintain the warehouse floor plan, storage capacity, classification of inventory, slotting, and implementation for an efficient receiving process.

·       Provide training and update briefings to emergency management staff with logistics management that include warehouse storage capability, resource processes, sustainability, and organization.


Need to have:

·       One of the following:

o   Five years or more of experience working in emergency preparedness at the county or local jurisdiction level. 

o   Bachelor's degree or higher in emergency management or an approved equivalent academic area, and one year experience working in emergency preparedness or related field at the county or local jurisdiction level.

·       State of Minnesota Emergency management, FEMA, or Minnesota State Emergency Management Basic Academy certificate or the ability to achieve certification within two years of hire.


Nice to have:

·       International Association of Emergency Managers (IAEM) certification in Emergency Management (CEM).

·       Completion of approved training programs in heavy equipment operations.

·       Experience:

o   Working with on-site and/or off-site field operations in support of disasters.

o   Maintaining heavy equipment.

·       Knowledge of:

o   The proper use of tools and equipment (e.g., common hand tools, impact wrenches, air, and hydraulic jacks); occupational hazards and safety precautions of the trade.

·       Ability to:

o   Perform basic maintenance repairs.

o   Work from diagrams, manuals, verbal, and/or written directions. 

o   Make cost estimates of time and materials and maintain routine records. 

o   Lift objects weighing up to 50 pounds. 

o   Safely drive motor vehicles and operate equipment.

o   Work with community partners, department teams, or independently.
