Description
The Property Identification and Platting unit in the County Recorder/Registrar of Titles division is seeking a Property Description Technician to analyze and record real estate documents, plats, and surveys, ensuring compliance with statutes and policies. The Property Description Technician will also prepare, identify, and maintain property descriptions and maps, based on recorded documents.

Location and hours:
This position is hybrid and will be performed both on-site at the Government Center, 300 South 6th Street, Minneapolis, MN 55487, and remote as job duties require. Work hours will be Monday through Friday, between the hours of 8 a.m. - 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:
• Review, certify taxes, and record plats, registered land surveys, condominiums, and documents pertaining to real estate, ensuring compliance with statutes and established office procedures.
• Answer inquiries or advise attorneys, surveyors, land developers, or the general public on specialized procedures for property divisions or transfers, ownership, property of road locations, legal descriptions, lot size boundaries for cities, highway right of way, new annexations, election precincts, and wards and districts; apply statutory or legal standards to respond to customer requests.
• Examine real estate land descriptions on legal documents, including subdivision plats and deeds, to determine whether transfers, divisions, or combinations of property are required, and create divisions and combinations of taxable property from surveys, legal documents that are recorded, and from owners and other governmental entities.
• Process street and alley openings, vacations, and property taken for parks, county ditches and watersheds, and process changes to 1/2 and 1/8 section maps.
• Review, analyze, evaluate, or interpret chain of title, defects in chain of title, title opinions, or title changes; read and write residue property descriptions based on documents recorded.
Need to have:
• One of the following:
o Three years or more of experience in surveying, mapping, drafting OR property description work which includes title work or real estate recording experience in a private or government setting.
o Note: The completion of an approved vocational-technical program in land surveying may be substituted for 18 months of experience.
Nice to have:
• Experience:
o Interpreting real estate land descriptions, land surveys, and certificates of title.
o Reading and writing legal descriptions.
o Reviewing and recording real estate and/or legal documents.
o Using Microsoft Word, Excel, and SharePoint.
• Knowledge of:
o Public land survey laws and terminology.
o Drafting methods, materials, and instruments, and surveying practices.
• Ability to calculate and balance daily revenue.
