Description

Hennepin County is seeking a dynamic and experienced Clinic Manager to lead operations at the Mental Health Center (MHC), a Certified Community Behavioral Health Clinic (CCBHC). The clinic is seeking a strategic leader with a strong background in clinical operations, regulatory compliance, and team development. This position will lead and monitor compliance and quality assurance efforts to maintain clinic license and certification, coordinate efforts between the MHC and various stakeholders, and participate in the development and implementation of new ideas and modification of services and relationships to ensure growth and financial health of MHC.


The Mental Health Center is licensed by the state of Minnesota and is staffed by psychiatrists, advanced practice registered nurses, clinical psychologists, psychiatric nurses, clinical social workers, and other health care professionals and support staff. The Mental Health Center’s team of support and provider professionals provides comprehensive outpatient behavioral health services to adults with serious mental illness as well as those with co-occurring substance use disorders. Additionally, the clinic services children, youth, and families, many of whom are involved with Child Protection or Juvenile Justice. With state CCBHC certification, we’ve advanced our goals of service excellence and the provision of personalized, coordinated, and equitable care for the people we serve.

Location and hours:

This position is performed on-site at the Mental Health Center, located in the South Hennepin County Human Service Center at 2215 East Lake Street, Minneapolis, MN 55407. Typical work hours are Monday through Friday, between 8 a.m. - 6 p.m.; some early evening hours are also possible. No weekend, overnight, or holiday shifts are required. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.


About the position type:

In this position, you will:

• Direct the clinical and administrative operations of the Mental Health Center including satellite sites.

• Manage MHC vision and strategy by ensuring the development of program goals and objectives, establishing work plans and timelines, monitoring progress, and evaluating results.

• Develop and oversee procedures, protocols, and policies that support operational excellence and ensure the functionality of daily operational processes.

• Maintain understanding of and adherence to regulatory requirements of CCBHC, Rule 245I.20 clinic certification, and Rule 245G substance use disorder program (Recovery in Focus).

• Under administrative direction, plan, direct, organize, supervise, and coordinate ambulatory health care services; manage ambulatory health care services in a clinic setting and/or multiple clinic settings.

• Maintain and manage clinic quality assurance plan, including annual update and approvals as required by statute.

• Develop, prepare, and effectively manage budgets relating to the operation of clinical programs.

• Use data to evaluate program results and adapt program functioning as necessary to achieve program goals, appropriate productivity, and quality standards.

• Collaborate with organizations and groups to provide for betterment of the community.

• Promote total quality management and cultural diversity through department operations and by personal performance.


Need to have:

• One of the following:

o Bachelor's degree or higher in business administration, health care administration, psychology, public health, nursing, social work, or related field and five years or more of experience in clinic or program management including supervisory responsibility.

o Nine years or more of experience in clinic or program management including supervisory responsibility.


Nice to have:

• Licensed as a Licensed Independent Clinical Social Worker (LICSW), Licensed Professional Clinical Counselors (LPCC), Licensed Marriage and Family Therapist (LMFT) or Licensed Practitioner (LP).

• Experience:

o Supervising a multidisciplinary team in a clinical or behavioral health setting.

o Managing or supervising a clinic with CCBHC, 245I, and 245G.

o With budget, data, project management, and clinical quality improvement.

o Working directly with marginalized communities of color (i.e., Native American and African American) in Child Protection or Juvenile Justice.

• Knowledge of:

o State and federal clinic certification requirements.

o Ambulatory care services, billing practices, and clinical workflows.

o Partnerships between clinics, community organizations, and co-located services.

• Ability to:

o Develop and maintain effective working relationships with customers of the department.

o Communicate clearly and concisely in verbal and written form.

o Develop and align program goals with broader county and state strategies.

o Clearly convey complex information to leadership, staff, and external partners.

o Organize and manage complex projects and special initiatives.

o Build and maintain effective relationships with internal teams and external stakeholders.

o Interpret and apply healthcare regulations.

o Promote diversity, equity, and inclusion in clinic operations and service delivery.

• Strong leadership, project management, and communication skills.
