Description

Hennepin County’s Human Resources (HR) department is seeking a Leave and Accommodation Management (LAM) Supervisor to provide expertise and oversight for the county's (LAM) team. The LAM team is within the Total Rewards division, and the position is responsible for overseeing and supporting the accurate and timely administration of all county leave programs. Candidates with demonstrated experience in complex absence management and the Americans with Disabilities Act (ADA) accommodation work along with strong technical, analytical and problem-solving skills are encouraged to apply.

Location and hours:

This position is hybrid and work will be performed on-site at least two to three days per week at 625 South 4th Avenue, Minneapolis, MN 55487, other county locations, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New Employee Orientation (NEO) and New Employee Academy (NEA) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO and NEA will be provided upon hire.


About this position type:

This is a full-time, benefit earning position. This position is internally classified as a Human Resources Representative, Principal.

In this position, you will: 

·       Select, train, support, provide day-to-day work direction, and supervise the performance of LAM staff ensuring they have the knowledge, skills and resources to effectively administer the county’s leave program and achieve workplan goals.   

·       Ensure that employees on leave are compensated timely and accurately, receive comprehensive and timely customer service; serve as a back-up leave administrator. 

·       Provide subject matter expertise and decision-making on escalated employee leave and accommodation requests. 

·       Oversee the implementation of work plans that align with the HR strategic plan including the department’s strategic communications, data and technology plans.

·       Create and oversee systematic processes ensuring the LAM team’s data entries are completed timely and accurately with a process improvement lens.

·       Implement department-approved data and technology strategies and activities that ensure comprehensive approaches to service delivery, data reporting, quality improvement and systems design; facilitate data file exchange processes with internal and external partners. 

·       Develop, recommend, and implement LAM standard operating procedures and policies in coordination with department and county stakeholders. 

·       Manage LAM vendor performance.

·       Use the HRIS to maximize leave processing and data collection, reporting and auditing responsibilities and coordinate with designated department subject matter experts (SMEs) and Benefits Manager to respond to data requests.


Need to have:

·       One of the following:

o   Eight or more years of professional human resources and/or organization development experience.

o   Certificate in human resources from an approved college or university and six or more years of professional human resources and/or organization development experience.

o   Two years of college including 12 semester credits in the fields below and six or more years of professional human resources and/or organization development experience.

o   Bachelor's degree or higher in business administration, industrial relations, human resources administration, organization development, public administration, psychology or a field closely related to the position and four or more years of professional human resources and/or organization development experience. 


Nice to have: 

·       Strong analytical and critical thinking skills.

·       Experience:

o   With employer full-cycle leave/FMLA administration and return-to-work in a union environment.

o   With ADA Title I accommodation requests and engaging in the interactive process. 

o   Three or more years of supervising and effectively leading a team of professionals. 

o   With vendor and partner relationship management.

·       Knowledge of:

o   Knowledge of applicable federal and state leave laws; understanding of Health Insurance Portability and Accountability Act (HIPAA) and Protected Health Information (PHI). 

o   HRIS systems and data collection, reporting and auditing practices. 

o   Leave administration policies, collective bargaining agreements, and labor management processes.

·       Ability to:

o   Create a collaborative, diverse, motivative, and supportive work culture and develop future leaders. 

o   Communicate effectively and succinctly in a variety of settings and styles with management and other officials.

o   Be dedicated to meeting the expectations and requirements of both internal and external customers with excellence.

o   Work independently and successfully manage multiple priorities. 

This position is performed primarily in a standard office setting with or without reasonable accommodation, including: 

·       Spending extended periods sitting at a desk using a computer, keyboard, and mouse. 

·       Standing, walking, or moving between meeting rooms and shared office areas. 

·       Lifting or carrying office materials, typically up to 10–20 pounds.

·       Repetitive motions associated with typing, writing, and operating office equipment.

·       Navigating typical office conditions, including shared spaces, moderate noise levels, and regular foot traffic.
