Description
Hennepin County's Environment and Energy Department is seeking two Multifamily Recycling Specialists to co-lead the Multifamily Recycling Program. These positions will lead the county’s Multifamily Recycling Program and assist with other residential recycling programs. These positions will be primarily responsible for providing outreach, education, and technical assistance to facilitate waste reduction and recycling at multifamily households. These positions support objectives in the county’s Zero Waste and Climate Action plans.

Location and hours:
These positions are hybrid and will be performed both on-site at 625 Fourth Avenue South, Minneapolis, MN, 55415, and remote as job duties require. Work hours will be Monday through Friday, 8 a.m. - 4:30 p.m., with occasional evening and weekend shifts for community events and meetings. While these positions are designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In these positions, you will:
• Provide outreach, education, and technical assistance on recycling and waste reduction to multifamily property owners/managers and residents.
• Manage technical assistance provider contract: coordinate with the provider on the properties they assist, supply the provider with materials, resolve issues, manage invoices and conduct regular check-in meetings.
• Lead the county’s Multifamily Grant Program: review proposals, support grantees, and assist potential proposers with project development.
• Run the county’s Apartment Recycling Champion Program: recruit participants; review applications; provide presentations, training, and assistance to program participants and other staff assisting with the program.
• Coordinate the county’s Multifamily Mattress Recycling Program: promote the program, review and approve properties to participate in the program, and manage the service provider.
• Support cities receiving county funding for multifamily recycling projects, assist with the development of outreach and educational materials, provide technical assistance and conduct regular check-in meetings.
• Establish and maintain collaborative partnerships with multifamily property owners/managers and residents.
• Lead the Zero Waste Challenge or Choose to Reuse Program: develop outreach and education materials, recruit and train participants, collect and analyze program data.
• Prepare communications for internal and external audiences.
• Represent the Hennepin County at public meetings and conferences.
• Provide support to other zero waste initiatives as requested.
Need to have:
• One of the following:
o Bachelor's degree or higher in physical or natural sciences, environmental health, industrial hygiene, public health, engineering, public or business administration, or a closely related field and six months or more of experience working in recycling, environmental health, sustainability, or a closely related field.
o Related education and experience working in recycling, environmental health, sustainability, or a closely related field to total four years and six months.
Nice to have:
• Experience with Microsoft Office applications.
• Two years or more of experience in:
o Leading, developing, and implementing new environmental programs, policies, and initiatives.
o Administering grants or contracts.
o Developing and coordinating multi-stakeholder projects.
• Ability to:
o Manage multiple active projects.
o Work independently and as a part of a team.
o Interpret federal, state and county policies, laws, rules, and regulations.
• Excellent verbal and written communication skills with proven ability to collaborate and build partnerships with diverse audiences and stakeholders.
• Skills in research, data collection, tracking, analysis, and reporting.
