Senior Strategy Management Consultant

Hennepin County's Strategic Planning & Initiatives (SPI) department is seeking a Senior Strategy Management Consultant to join the strategy management team. This position will lead department-level strategic planning processes and ongoing strategy performance management activities for their work portfolio. The position works closely with executive leaders, department directors, management, and staff to develop and track strategic plans to drive alignment across the organization and advance the county’s priorities of disparity elimination and climate action.


Location and hours:

This position is hybrid and will be performed both on-site at the Government Center, 300 South 6th Street, Minneapolis, MN 55415 or the Ridgedale Library, 12601 Ridgedale Drive, Minnetonka, MN 55305 and remote as job duties require. Work hours will primarily be Monday through Friday, 8 a.m. – 5 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.


In this position, you will:

  • Lead strategic planning processes for departments across the organization in alignment with the county’s quality standards for strategic planning. This work includes: developing strong stakeholder relationships; applying exceptional project and risk management skills; facilitating large and diverse groups; and supporting research, synthesis, and analysis of various sources of information relevant to each phase of the planning process.

  • Lead ongoing, annual strategy performance management activities for client departments to evaluate and communicate progress and adjust strategies in the plan to reflect evolving department needs and priorities. 

  • Advance change management efforts to build more strategic, outcome-oriented practices and cultures across the organization.

  • Work with interdisciplinary teams to develop, shape, and project manage equity analyses as a workstream within select planning processes. This position collaborates with department leadership, subject matter experts, and data analysts to identify knowledge gaps about equitable outcomes at the service/institutional level; project manages an analysis; and works with the department to develop appropriate methods to track and address any inequities that may be uncovered.

  • Project manage junior strategic planners on select planning efforts to execute the overall work. This position would be expected to assign and oversee work products and to help develop, coach, and support junior colleagues building their strategic planning skills.

  • Develop and contribute to the ongoing advancement of tools, frameworks, standards, and communication materials for strategic planning and performance management work.

  • Contribute to internal initiatives and professional development opportunities to advance SPI’s mission and goals.

  • Support the county’s mission, vision, and core values, and its effort to be data-informed, by understanding and appropriately applying county approaches and tools to strategic planning processes and collaborating with appropriate subject matter experts.

Need to have:


  • One of the following:

  • Nine years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position. Note: General administrative work is defined as the administration and/or management of programs, policies, and/or budgets. 

  • Bachelor's degree or higher in business administration, public administration, or other field appropriate to the position and five years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.

  • Experience:

  • Leading strategic planning efforts in the public sector or for large, complex organizations or business units.

  • Using a variety of facilitation tools that support different types of learning and engagement to develop strategic plan elements.

  • Developing short-, medium-, and long-term outcome metrics and setting up checkpoints to track progress and adjust strategies, as needed.

  • Applying a racial equity lens to your work (for example, institutional policies, services, or practices) to understand who benefits, who is burdened, and any unintentional consequences.

  • Knowledge of strategic planning approaches and tools to help teams define where they are starting, where they are going, what they need to do to get to their future state, and how they will meaningfully measure success along the way. 

  • Ability to:

  • Build and maintain productive, collaborative relationships with a wide range of stakeholders, from leaders to frontline staff and business partners to community members.

  • Manage multiple priorities and projects simultaneously to deliver high-quality, on-time products to clients. 

  • Communicate complex information to audiences with different backgrounds in relatable and meaningful ways, in a variety of formats.

  • Lead processes to develop impactful equity research questions to fill knowledge gaps in business units' understanding of how their services and the policies that guide their work may be contributing to disparate outcomes in the populations they serve.

  • Effective data literacy skills and keen understanding of the difference between outcome and output metrics.
