Description
Hennepin County Public Works is seeking an Administrator to provide strategic leadership, program management and administrative oversight of asset management and strategic initiatives for the line of business and the Hennepin County Regional Railroad Authority. This position will play a key role in the Hennepin County Disparity Reduction work with a focus on the Connectivity domain to advance development, coordination, and implementation of programs and projects to ensure Hennepin County is meeting resident needs, supporting line of business strategies and priorities and other Public Works initiatives.
This position will align asset management methodologies to effectively support Public Works priorities and organizational goals through a coordinated asset management approach for all business areas in Public Works. Examples of these assets include: physical infrastructure such as roads, sidewalks, bridges, traffic signals; as well as natural infrastructure such as trees, landscapes, water retention ponds, marsh lands.

Location and hours:
This position is hybrid and will be performed on-site at the Public Works Facility, 1600 Prairie Dr, Medina MN; the 625 Building, 625 Fourth Avenue South, Minneapolis, MN, 55415 and remote as job duties require. This position will also be required to work at other locations across the county as needed. Work hours will be Monday through Friday with typical hours of 8 a.m. – 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:
• Lead strategic initiatives for the Public Works Administration department ensuring alignment with Hennepin County values and partnering with other areas to advance organizational priorities.
• Work with Public Works leadership to facilitate and define the strategic direction of the asset management strategy, methodology, actions and goals for Public Works.
• Collaborate and partner with the Public Works Business Information Officer and the Head of Analytics on asset management systems, tools, data and analytics in alignment with enterprise direction and strategy.
• Manage and provide directions to staff and teams to implement asset management strategies, process improvement and tools.
• Oversee asset management standards, procedures, process and ensure alignment to a standard methodology for the business areas in Public Works.
• Develop and implement effective data-informed approaches to manage the asset lifecycles that assist in developing benchmarking, metrics, asset health, replacement strategies and maintenance strategies that enable results-based decision making.
• Partner with other organizational leaders and external stakeholders to ensure connection and alignment of asset management and business initiatives with disparity reduction, climate action and other municipalities.
Need to have:
• One of the following:
o Ten years or more of professional experience related to asset management programs or a specialty area(s) appropriate to the position.
o Bachelor's degree or higher in engineering, business administration, public administration, or a closely related field and six years or more of professional experience related to public works asset management or a specialty area appropriate to the position.
