The Behavioral Health division of Human Services and Public Health department is hiring a Policy, Planning and Analysis Area Manager. The position will represent Human Services and Behavioral Health in strategic, cross system initiatives, and innovation projects that involve multiple departments internally and external system partners. This position will direct their teams and work across the area to build the service continuum, program goals, financial models, and implementation plans to operationalize system changes. For current operations the role will lead efforts to monitor, evaluate, and engage in continuous quality improvement activities. The position will have direct supervision over teams that perform administrative and support work such as: project management, community engagement, strategic planning, policy analysis, training, and data analytics.
Behavioral Health is an innovative and growing service area within Hennepin County’s Human Services department. We provide a range of mental health and substance use services to residents including populations intersecting children, adults, and criminal justice. We have 230+ staff including social workers, psychologists, program managers, supervisors, planners, and others working collaboratively to meet our system goals of expanded access, upstream help, and person-centered services.

Location and hours:
This position is hybrid and will be performed both remotely and on-site at various department buildings as job duties require. Work hours are flexible and will primarily be Monday through Friday, 8 a.m.– 5 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

Lead the development of new program goals, policies, objectives, funding models and policy implementation plans for new federal/state policy, countywide initiatives, and innovation projects.
Work with operational peers to analyze and translate how changes should be implemented to achieve results and lead continuous quality improvement efforts on current operations.
Develop, lead, and supervise direct reports/teams who will carry out project work.
Supervise strategic planning, program evaluation, and continuous quality improvement for existing operated and contracted programing.
Build relationships with internal/external stakeholders at the legislative level, policy strategy, and innovation projects for Behavioral Health including Commissioners, department directors, Law Safety & Justice line of business, Department of Human Services, Governor’s office, intergovernmental affairs, foundations, health plans, and county associations.
Resolve complex, high-level systems issues; work with department directors, community stakeholders, and legislators to develop solutions that will result in the best possible outcomes for residents.
Need to have:
One of the following:
Eight years or more of supervisory experience in an area related to the position, at least two years at the program level or equivalent.
Bachelor's degree in behavioral/social science, business administration, nursing, public administration, public health, criminal justice, or related field, and four years or more of supervisory experience in an area related to the position, at least two years at the program level or equivalent.
Master's degree or higher in one of the above fields and three years or more of supervisory experience in an area related to the position, at least one year at the program level or equivalent.
