Description
The Well-Being service area of the Human Services and Public Health department is hiring an Administrative Manager to oversee the Child Care Assistance Program for the county. This program helps families pay for childcare, to ensure parents can work, look for a job, and/or attend school. In this position, you will provide leadership in the implementation of the child care subsidy program, including management of the program and assigned staff. With a focus on reducing racial disparities through providing quality and timely delivery of program services, you will identify and problem solve barriers to accessing and retaining child care benefits and ensuring that children receive continuous care in stable, quality child care settings.
In this Administrative Manager role, you will also collaborate with other county and community partners to strategically assess the program’s alignment as a 2-generation program within the county, identifying linkages between high quality early childhood development, early learning scholarships, workforce development, and MFIP employment services.

Location and hours:This position is hybrid and will be performed both remotely and on-site at Hennepin County buildings as job duties require. This position has a primary schedule of Monday - Friday, days, with flexibility to respond to business needs. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

· Plan, organize, evaluate, and direct the functioning and day to day designated operations within Child Care Assistance including communicating policies and procedures to staff in the program area.
· Provide direct supervision to unit supervisors including development, direction, and coaching as well as assistance to them in evaluating employee performance, resolving performance concerns, and other supervisory issues.
· Provide management and input on best practices in working with families and individuals served in the program and the impact of these on the delivery of services, including monitoring of established quality of work standards within the programs responsible for.
· Facilitate collaborative working relationships across Well Being leadership, other department service areas, provider agencies, and external stakeholders to promote the most integrated and holistic service approaches for individuals and their families.
· Determine needs for improvements that will enhance program integrity and develop resources and plans to meet such needs and evaluate outcomes.
· Manage the preparation of periodic reports of program performance, areas for improvement and progress towards results.
Need to have:One of the following:
· Nine years or more of experience related to organizational operations or programs or a specialty area appropriate to the position.
· Bachelor's degree or higher in business administration, social work, behavioral science, criminal justice, or other field appropriate to the position and five years or more experience related to organizational operations or programs or a specialty area appropriate to the position.
