Description
The Strategic Planning and Initiatives department is seeking an experienced Evaluation and Learning Consultant who will be tasked with leading evaluation projects and providing consultative support. This critical role will also collaborate and work closely with other departments and groups to drive and grow cross-functional evaluation capacity within our organization.

This position is hybrid and will be performed both on-site at various Hennepin County building locations, and remote as job duties require. Hours will be flexible, during core business hours, Monday through Friday 7 a.m. - 5 p.m.
While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.About the position type: This is a full-time, benefit earning position. · Design, plan and implement high quality mixed method evaluations that are designed to meet the needs of each client/context including instrument design, data collection and analysis and report writing.
· Contribute to performance measurement activities and strategic planning activities.
· Assist with departmental projects as needed with subject matter expertise.
· Use evaluation findings to facilitate learning and continuous improvement. This includes leading learning sessions, assisting with developing recommendations for program improvement, and supporting the implementation of these recommendations.
Need to have:
· One of the following:
o Bachelor's degree or higher in any field and a minimum of two courses in evaluation, research methods, analysis, statistics, project management, or planning and four years or more years of relevant planning analyst experience.
o Bachelor's degree or higher in one of the fields listed below and three years or more of relevant planning analyst experience.
o Master's degree or higher in one of the fields listed below and two years or more of relevant planning analyst experience.
o Ph.D. degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization
Nice to have:
· Experience:
o Planning and facilitating large and small group meetings to build alignment among participants and to effectively move work forward.
o Conducting mixed-methods research and/or analysis.
o Customizing evaluation approaches for different groups/contexts.
o Developing and working with logic models and program theories.
o Working closely with programs/clients to build their understanding and skills in evaluation including providing training and technical assistance on evaluation methods, data collection, and data analysis.
o Interpreting evaluation results for a non-technical audience.
· Ability to:
o Work independently or with a team and consult with leadership when appropriate.
o Build and maintain productive, collaborative relationships with a wide range of stakeholders, from leaders to frontline staff.
o Manage multiple priorities and projects simultaneously to deliver high-quality, on-time products to clients.
· Skill in:
o Using Microsoft Office applications (Word, Teams, PowerPoint, Excel, and Outlook) to organize work and communicate results.
o Applying diversity, equity, and inclusion best practices to projects to help reduce racial and other disparities in the community.
