Description
Hennepin County’s Disparity Reduction Line of Business (LOB) administration is seeking a head of analytics to manage, plan, and organize the overall data and analytics program and activities of the Disparity Reduction LOB. This position will report to the Assistant County Administrator for Disparity Reduction. The individual hired will support the development of a line of business approach to data and analytics, oversee line of business data and analytics strategies, and support enterprise data and analytics initiatives. Effective January 1, 2023, there will be a general salary adjustment of 2.5% to the minimum and maximum of the range. Location and hours: This position is remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Typical hours are between 8 a.m. - 4:30 p.m. with flexibility, Monday through Friday. While this position is designated as remote, based on current requirements hires must reside in Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable after the new employee successfully completes probation. Provide county management with data and analytics strategic plans and support the development of enterprise data and analytics initiatives in conjunction with the line of business Assistant County Administrator and the county’s Chief Data Officer.
Manage, plan, and organize the overall data and analytics program and activities of the Disparity Reduction LOB in ways that are clearly aligned with the mission, vision, strategic direction, and goals of both the line of business and county.
Lead and coordinate key line of business data and analytics initiatives in support of line of business and county goals. This includes but is not limited to support of Disparity Reduction LOB specific objectives and goals in partnership with key department leaders.
Develop line of business data and analytics program goals and deploy key metrics related to these line of business data and analytics initiatives.
Represent the line of business on the Hennepin County Analytics Leadership Council
Explore and advance innovative data and analytics solutions.
Develop and maintain professional relationships at all levels of government; manage high level customer relations; communicate and collaborate with external partners.
Communicate data and analytics initiatives and opportunities to the line of business.
Need to have:
One of the following:
Nine years or more of experience leading data and analytics teams or large-scale data analytics initiatives.
Bachelor's degree or higher in business administration, data and analytics related field, or other field appropriate to the position and five years or more of experience leading data and analytics teams or large-scale data analytics initiatives.
Nice to have:
Experience:
With Cloud based analytics tools such as data factory, data fabric, synapse, etc.
Using data integration across a variety of sources using R, Python, or similar tools
Working with modern data infrastructures (e.g., data lakes, lakehouse, deltalake, graph databases, etc.)
Presenting data and analytics ideas and strategies to decision/policy makers
Selecting and managing consultants, vendor-provided applications, or IT applications
Ability to:
Manage a program of data and analytics initiatives
Develop, plan, and implement data and analytics strategic plans
Develop meaningful metrics in support of enterprise and line of business strategies
Use data to drive all aspects of decision making related to this role
Develop and maintain effective working relationships at different levels of leadership
Create clear and concise reports in a variety of formats (pdf, word, PowerBI/BI tool, markdown, etc.)
Effectively communicate data informed insights
Communicate effectively in individual and large group settings
Organize, direct, and evaluate subordinates
