Description
Children and Family Services within the Human Services Public Health (HSPH) is seeking a Human Services Area Manager to provide strategic direction and broad administrative support. Children and Family Services includes Hennepin County’s child protection programs, several child welfare services, foster care, adoption, and childcare licensing. This position is responsible for serving as Hennepin County’s leadership participation in fast-paced state and national initiatives to transform child protection, while also creating department strategic initiatives, supporting the implementation of program enhancements, and operationalizing practice shifts in Children and Family Services programs. This position will represent the priorities and experiences of Hennepin County Children and Family Services service design work within and especially beyond the county structure. This will require savvy policy and program sense in this field, the ability to form crucial relationships across systems and in the community, and the expertise to be a leading partner in broader child welfare initiatives. The position will be aware of leveraging resource opportunities that align with the strategic direction of Children and Family Services and its interface with the HSPH department. They will have internal responsibility with managers to ensure that program enhancement strategies are on successful implementation and operational paths.

Location and hours:This position is hybrid and will be performed both on-site at 525 Portland Ave S, Minneapolis, MN 55415 and remote as job duties require. Work hours are primarily days, Monday through Friday from 8 a.m. - 4:30 p.m. Occasional weekend, evening, or holiday hours may be required. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position you will:
· Work closely with the Director and Senior Department Administrator as part of a leadership team with a shared commitment to eliminating racial disparities in child protection, improving child safety and wellbeing through strengthening families, and looking to data and best practices to support family experiences and staff learning.
· Lead and maintain Children and Family Services engagement in child welfare system projects and innovations as part of leadership participation in the community, regional, state, and national initiatives to transform child protection.
· Support Children and Family Services strategic priorities by delivering ongoing expertise, leadership, and direction needed for strategic change within Children and Family Services.
· Direct the implementation of program enhancements using strong planning and change management skills.
· Supervise, coach, and mentor staff who provide administrative support to service model improvements.
· As part of the leadership team, manage the budget and allocate resources to ensure fiscally responsible and effective use of resources in Children and Family Services.
Need to have:
· One of the following:
o Eight years or more of supervisory experience in an area related to the position, at least two years at the program level or equivalent.
o Bachelor's degree in behavioral/social science, business administration, nursing, public administration, public health, or related field, and four years or more of supervisory experience in an area related to the position, at least two years at the program level or equivalent.
o Master's degree or higher in one of the above fields and three years or more of supervisory experience in an area related to the position, at least one year at the program level or equivalent.

· Ability to:

o Develop initiatives and promote discussion and organizational growth around diversity and inclusion and culturally appropriate services.
