Description
The Resident Services department is seeking an IT Supervisor to join their team. In this position you will perform at both a strategic and practical hands-on level, track project and program performance metrics, be able to effectively communicate status, resolve issues and make appropriate recommendations for off-schedule and unanticipated eventualities.

Location and hours:This position is hybrid and will be performed both on-site at the Government Center, 300 South 6th Street, Minneapolis, MN 55487, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. In this position, you will:
· Guide and maintain IT operations:
o Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, and equity & inclusion.
o Develop IT support services and business systems that are scalable, reliable, secure, and optimizing operating efficiency.
o Supervise, plan, hire, train, evaluate, and manage IT professional and direct reports.
o Assess and plan career development strategies with Information Technology personnel.
o Define, develop, and monitor training programs to satisfy operational requirements for technical analysts and support analysts.
· Manage and execute programs and projects:
o Conduct resource planning, strategic planning, long-range planning, and budgeting.
o Research new technologies and industry trends, provide direction and subject matter expertise to leadership on decision making of systems supported by Resident Services IT.
o Coordinate and analyze problems outlined by the business or technical team in terms of detailed equipment requirements and capabilities.
o Guide and evaluate user needs, defining technical problems, and working with other IT technical teams to determine solutions.
o Coordinate or lead teams in planning, organizing, and controlling activities of projects or IT operations.
· Establish or maintain standards, guidelines, and relations:
o Develop standards and practices that helps provide consistent, reliable, and professional service to Resident Services clients.
o Implement established policies and procedures ensuring work is done to established standards and meets quality requirements.
o Communicate effectively with internal and external clients and IT teams.
o Establish good working relationships with the business and other IT teams across the County.
Need to have:One of the following:
· Eight or more years of experience as an IT Specialist within the last ten years; four of which were at the Senior IT Specialist level.
· Associate degree in approved related field or approved certification in an IT program plus six years of experience as an information technology specialist within the last eight years; three of which were at the senior IT specialist level.
· Bachelor's degree or higher in computer science, management information systems (MIS), or an approved related field and four or more years of experience as an IT Specialist within the last six years; two of which were at the Senior IT Specialist level.
Nice to have:
· Certification in IT Infrastructure Library (ITIL), Azure, CompTIA Network+, IIS Administration, or other certifications related to the position.
· Experience in:
o Planning, assigning, organizing, and evaluating the work of IT personnel that plan, support, develop, manage, implement large projects and analyze and resolve problems with computer hardware, software, applications and network.
o Assessing user needs and providing recommendations to leaderships in both oral and written communication.
o Managing or supervising IT team(s).
o Managing and monitoring complex business operations systems with a wide range of computer hardware and software including printers, desktops, laptops, computer applications and/or vendor systems.
o IT Infrastructure i.e., servers, network, and security setup. Installing, configuring, IT equipment (laptops, desktops, printers, fax, scan devices).
o Administering and maintaining Windows, Security, and implementing Corrective Action Measures.
o Managing internal and external business partners relations.
o Defining standards and governance of processes and supporting technology.
· Knowledge of diversity and inclusion strategies with a focus on disparities reduction.

Resident Services IT (RSIT) manages the overall technology for the Assessor’s Office, Elections Department, Service Center Department, Library, and Examiner of Titles, in addition to the Land Information and Tax Services Department which includes the Strategy and Support Division, Recorder and Registrar of Titles Office, Survey Division and Property Tax Division.
