Description
The Land Information and Tax Services (LITS) department is seeking a Senior Planning Analyst to assist in the administration of the county's property tax software, providing business focused expertise regarding configuration, modification, and report development for that software, often functioning independent of supervision. This position will be involved with critical business activities including taxation and system administration such as calculating property taxes, performing the tax increment financing and fiscal disparity calculations, preparing reports and data submissions to the Minnesota Department of Revenue, and perform analysis of tax system data.
The LITS department manages the billing and collection of property taxes for over 100 taxing districts in Hennepin County. Annual property tax collections are over $3 billion. The division is responsible for calculating tax rates, extending taxes, billing, and collecting and distributing the resulting tax revenue to the taxing authorities.

Location and hours:
This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours are Monday through Friday, 8 a.m. – 4:30 p.m. Based on business needs of this position, hires must live in or relocate to Minnesota. New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Provide business focused expertise regarding configuration, modification and report development for the current tax system and any tax system implemented in the future.
· Assist with quality assurance, user-acceptance testing, and user training and work with the Resident Services IT (RSIT) system administrator to maintain and manage ongoing system operations.
· Calculate property taxes, tax increment financing, and fiscal disparities.
· Provide analysis of tax system processes and data in order to identify, develop, and implement opportunities for process improvement and legislation regarding property tax and how it will impact our tax system.
· Prepare reports and data submissions to the Minnesota Department of Revenue.
· Analyze and prepare data for internal and external stakeholders.
· Assist with administration of the County Board of Appeal and Equalization.
Need to have:
· One of the following:
o Bachelor's degree in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and 18 months or more of relevant planning analyst experience.
o Bachelor's degree in one of the fields listed below and one year or more of relevant planning analyst experience.
o Master's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning or a field appropriate to the area of specialization.
Nice to have:
· Minnesota Department of Revenue Tax Calculation certification.
· Experience:
o Performing property tax, tax increment financing, and fiscal disparities calculations.
o Reading and interpreting policies, procedures, laws, and regulations.
o Creating reports for the Minnesota Department of Revenue.
o Preparing data submissions such as PRISM, to the Minnesota Department of Revenue.
o Working with SQL Server Management Studio.
· Knowledge of:
o Minnesota property tax procedures, laws, and regulations regarding tax increment financing and/or fiscal disparities.
o Policy, procedures, and state legislative analysis.
· Ability to:
o Communicate effectively, both verbally and in writing and with diverse groups of external customers.
o Collect and interpret data and information from a variety of sources, clearly and concisely with attention to detail and accuracy.
o Work independently and successfully manage multiple priorities.
