Description
Hennepin County is hiring one or more Probation/Parole Officers in the Enhanced Supervised Release unit in the Adult Specialized Services division of the Department of Community Corrections and Rehabilitation (DOCCR).These positions will supervise a caseload of Supervised Release clients who have been convicted of a sexual offense (or an offense with *** offense conditions) and have been released from a State Department of Corrections (DOC) prison facility or transferred from another state. These positions work toward client change as well as public safety through a combination of standardized assessments, individualized case planning, and supervision strategies matched to client need and risk. These positions are open to different levels of experience/qualifications and could be hired into the Probation Officer, Senior, or Career level depending on the candidate. Candidates in the PO/Senior/Career Job Classification are encouraged to apply to be considered for a promotion or lateral transfer. Salary based upon qualifications:
Probation/Parole Officer salary: $60,080.36 - $90,120.54 Annually
Probation/Parole Officer, Senior salary: $63,084.38 - $94,626.57 Annually
Probation/Parole Officer, Career salary: $69,550.52 - $104,325.79 Annually
Location and hours:
These positions are hybrid and will be performed both onsite at the Hennepin County Government Center-300 South 6th Street, Minneapolis, MN 55487 (A-800) or other Hennepin County locations and remote as job duties require. Work hours are generally 8:00 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In these positions, you will:
· Evaluate client’s initial risk and needs, utilizing objective assessments and other screening instruments; interpret and assess the information to inform supervision and make referrals for treatment or programming based upon client risks and needs.
· Supervise clients in accordance with supervision standards and case plans, including conducting field and home visits, investigating placement plans, and attend treatment staffing/consults.
· Rely on research-supported practices, including motivational interviewing to increase intrinsic motivation to change and promote skill building by utilizing Evidence-Based Practices (EBP).
· Maintain accurate documentation of case activity, including, but not limited to contacts with clients, victims, concerned parties and treatment agencies, utilizing department and external data systems.
· Monitor compliance with Department of Corrections-ordered conditions and participate in hearing processes by writing reports, attending hearings, and providing testimony.
· Contribute to inter-agency relationships through formal participation as a DOCCR representative and/or leader. This includes but is not limited to justice stakeholder groups and agencies, human services, community organizations, academic institutions, department staff, volunteers, and interns.
o Individuals hired at the PO level must demonstrate an ability to supervise a caseload with the least complex cases within the unit and build proficiency and competency with essential functions of the position through formal and informal training, and perform the duties listed above.
o Individuals hired at the Senior PO level must operate with limited oversight and demonstrate an ability to actively case manage more complex cases, independently developing/adjusting supervision and/or case plans and defending decisions independently in Court, and perform the duties listed above.
o Individuals hired at the Career PO level must demonstrate an ability to operate independently with the most complex cases within the unit, are proficient with correctional Evidence Based Practices, and may stand in for a Corrections Unit Supervisor (CUS) to coach Senior- and PO-level peers on their work assignments requiring higher level functions.
Need to have:
· For hire as Probation/Parole Officer:
o Associate degree in any field and four or more years of relevant full-time equivalent paid experience with clients served by the justice system or human services.
o Bachelor's degree in non-related field and two or more years of approved, relevant full-time equivalent paid or volunteer experience with clients served by the justice system or human services.
o Bachelor's degree in sociology, social work, criminal justice, psychology, counseling, law enforcement, education, or a related field, and one or more years of full-time equivalent paid or volunteer work experience with clients served by in the justice system or human services.
o Master's degree or higher in sociology, social work, criminal justice, psychology, counseling, law enforcement, education, or a related field; including the completion of a supervised clinical field work training/internship (if required by degree program).
· Note: The Evidence Based Practice Corrections Professional Certificate may be substituted for one year of relevant experience.
· For hire as Probation/Parole Officer, Senior, one of the following:
o Associate degree in any field and six or more years full-time equivalent paid experience with clients served by the justice system or human services.
o Bachelor's degree in non-related field and four or more years of relevant full-time equivalent paid or volunteer work experience with clients served by the justice system or human services.
o Bachelor's degree in one of the below areas and three or more years of relevant full-time equivalent paid or volunteer work experience with clients served by in the justice system or human services.
o Master's degree or higher in sociology, social work, criminal justice, psychology, counseling, law enforcement, education, or a related field; including completion of a supervised clinical field work training/internship (if required by degree program); and one or more years of relevant full-time equivalent paid or volunteer work experience with clients served by the justice system or human services.
· Note: The Evidence Based Practice Corrections Professional Certificate may be substituted for one year of relevant experience.
· For hire as Probation/Parole Officer, Career, one of the following:
o Associate degree in any field and eight or more years of relevant full-time equivalent paid or volunteer work experience with clients served by the justice system or human services.

o Bachelor's degree in sociology, social work, criminal justice, psychology, counseling, law enforcement, education, or a related field, and five or more years of relevant full-time equivalent paid or volunteer work experience with clients served by the justice system or human services.
o Master's degree or higher in sociology, social work, criminal justice, psychology, counseling, law enforcement, education, or a related field; including completion of a supervised clinical field work training/internship (if required by the degree program); and three or more years of relevant full-time equivalent paid or volunteer work experience with clients served by the justice system or human services.

Nice to have:
· Experience:
o Working with high risk and/or *** offense populations.
o As a Probation/Parole Officer or Case Management Assistant.
o Creating written reports for court or hearings and release (DOC).
o With community resource groups and community wrap around services for clients involved in the criminal justice system.
o Bring responsive to client risk/needs based on validated assessments.
o Triaging responses to client/court/community inquiries with other priorities that arise as a result of client behavior/court actions, etc.
· Experience and knowledge of criminal background checks.
· Effective verbal and written communication skills.
· Knowledge of:
o The Minnesota Department of Corrections process, including prison protocols, promulgated rules, and the processes of the Hearings and Release unit.
o Community re-entry issues, such as housing, employment, mental health, chemical dependency, domestic abuse, sexual violence and understanding victim dynamics.
· Knowledge of or the ability to quickly learn: MGA, Statewide (S3), CSTS, BCA/Portals, Fieldward/Offenderlink and other related systems.
