Description
Hennepin County's Department of Community Corrections and Rehabilitation (DOCCR) is seeking to fill Probation Officer positions in two separate units within the Adult Specialized Supervision Services (AS3) division; Inter/Intrastate and Enhanced Supervision.The Inter/Intrastate position will provide supervision to individuals who transfer their probation supervision to Hennepin County from other Minnesota counties or other states. This position will work towards client change as well as victim and public safety through a combination of individual assessments, individualized case planning, and supervision strategies matched to client need and risk. Individuals who bring diversity of work and lived experience are strongly encouraged to apply. The Enhanced Supervision position will supervise probationary clients who have committed a *** offense. The officer works toward client change and public safety through a combination of individual assessments, individualized case planning, and supervision strategies matched to offender need and risk.These positions are open to different levels of experience/qualifications and could be hired into the Probation Officer (PO), Senior PO, or Career PO level.Hennepin County employees in the PO/Senior/Career Job Classification are encouraged to apply to be considered for a promotion or lateral transfer. Salary based upon qualifications and duties:
Probation/Parole Officer salary: $58,614.98 - $87,922.48 Annually Probation/Parole Officer, Senior salary: $61,545.73 - $92,318.60 AnnuallyProbation/Parole Officer, Career salary: $67,854.17 - $101,781.26 Annually
Location and hours:
These positions are hybrid and will be performed both on-site at the Government Center, 300 South 6th Street, Minneapolis, Minnesota 55487, at the Brookdale Service Center, 6125 Shingle Creek Parkway Suite 100, Brooklyn Center, MN 55430 and remote as job duties require. Work hours are generally Monday through Friday between 8 a.m. to 4:30 p.m. While these positions are designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. In these positions, you will:
Inter/Intrastate position:
· Manage transfer investigation requests of clients from other Minnesota jurisdictions and/or other states, following transfer criteria set forth by state-wide intrastate policy and the interstate compact.
· Maintain contact standards, including field/home/treatment visits, while supporting clients in working towards positive change, promoting community safety and reducing the risk of recidivism.
· Follow protocol for accepting and denying cases, building rapport with agents in the sending county/state and maintaining contact with them regarding the client’s progress and adjustment to probation supervision.
· Evaluate client risk and needs utilizing objective assessments and other screening instruments; interpret and assess the information to develop and adjust supervision and/or case plans and make referrals for treatment or programming based on client risks and needs.
· Promote client skill building by use of demonstrated proficiency and Evidence Based Practices (EBP)
· Provide tools and treatment through an ongoing collaborative, person-centered, and strength-based relationship with the client to help build a support system.
· Coach client compliance with court - and/or Department of Corrections - ordered conditions.
o Individuals hired at the PO level must demonstrate an ability to supervise a caseload with the least complex cases within the unit and build proficiency and competency with essential functions of the position through formal and informal training, and perform the duties listed above.
o Individuals hired at the Senior PO level must operate with limited oversight and demonstrate an ability to actively case manage more complex cases, independently developing/adjusting supervision and/or case plans and defending decisions independently in Court, and perform the duties listed above.
o Individuals hired at the Career PO level must demonstrate an ability to operate independently with the most complex cases within the unit, are proficient with correctional Evidence Based Practices, and may stand in for a Corrections Unit Supervisor (CUS) to coach Senior PO and PO-level peers on their work assignments requiring higher level functions.
Enhanced Supervision position:
· Assess client risk and needs and provide guidance, counseling, and monitoring as appropriate.
· Supervise clients in accordance with supervision standards and case plans including transfer cases from outside of Hennepin County.
· Prepare pre-sentence investigations, court reports, court orders, and attend court hearings.
· Provide and use resources related to sexual or pornography addiction, sexual health, chemical use, abusive behaviors, mental health treatment and monitoring; cognitive behavioral interventions; and work in collaboration with stakeholders to address specific needs and risk of an offender.
· Assist clients in completion of initial Predatory Offender Registration paperwork and maintain compliance with *** offender registration statutes.
· Review forensic reports and follow search and seizure evidence procedure.
· Maintain case files, records, and correspondence.
· Perform onsite Officer of the Day duties.
· Conduct field and home visits.

Need to have:

o Associate degree in any field and four or more years of relevant full-time equivalent paid experience with clients served by the justice system or human services.
o Bachelor's degree in non-related field and two or more years of relevant full-time equivalent approved, related paid or volunteer experience with clients served by in the justice system or human services.
o Bachelor's degree in sociology, social work, criminal justice, psychology, counseling, law enforcement, education, or a related field, and one or more years of full-time equivalent paid or volunteer work experience with clients served by in the justice system or human services.
o Master's degree or higher in sociology, social work, criminal justice, psychology, counseling, law enforcement, education, or a related field; including the completion of a supervised clinical field work training/internship (if required by degree program).
o Note: The Evidence Based Practice Corrections Professional Certificate (Download PDF reader) may be substituted for one year of relevant experience.
· For hire as Probation/Parole Officer, Senior, one of the following:
o Associate degree in any field and six or more years full-time equivalent paid experience with clients served by the justice system or human services.

· Experience:
o Working with the Interstate Compact and ICOTS (Interstate Compact Offender Tracking System).
o Working as a probation/parole officer or case management assistant.
o Creating written reports for the court.
o Interpreting and administering client risk and needs assessments.
· Effective case management and organizational skills and intervention strategies, as well as a good understanding of the criminal justice system and computer proficiency.
· Prior Level of Service/Case Management Inventory (LS/CMI), motivational interviewing, and cognitive skills training.
· Excellent verbal and written communication skills.
· Knowledge of and the ability to quickly learn; CSTS (Corrections Services Technology Solutions), MGA (MN Government Access), ICOTS (Interstate Compact Offender Tracking System), Statewide Supervision (S3), and other related systems.
Enhanced Supervision position:
· Experience:
o Writing presentence investigations.
o Performing case management with clients served by in the justice system or human services.
o Working in a probation or supervised release (parole) position.
o Working with individuals with a history of sexually offending or with predatory offender registration requirements.
· Knowledge of:
o The criminal justice system.
o The principles of Evidence-Based Practices.
o AFS policies and procedures.
· Ability to:
o Complete static, stable, and acute assessments.
o Use differing intervention strategies which facilitate offender change.
o Work with a diverse population.
· Excellent communication skills and well organized, detail oriented, and comfortable with evolving technology.
