The Public Health Protection area of the Human Services and Public Health (HSPH) department seeks a Public Health Emergency Preparedness & Response Continuity of Operations Coordinator to assure that Hennepin County Public Health maintains the highest preparedness, response, and recovery capability and capacity, through work with internal and external partners.
This position will assure that Public Health Emergency Preparedness & Response plans and procedures meet criteria-based federal and national standards of the Centers for Disease Control (CDC), Prevention's Cities Readiness Initiative, National Association of County and City Health Officials (NACCHO) Project Public Health Ready, and Public Health Accreditation Board programs.
Location and hours:
This position is hybrid and will be performed both on-site at one of the Hennepin County facilities and remote as job duties require. Work hours are flexible and will be primarily days, Monday through Friday, 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must live in or relocate to Minnesota or Wisconsin.
In this position, you will:
Oversee Continuity of Operations Plans (COOP) development, maintenance, evaluation/assessment, and revision strategies to ensure alignment with state and federal criteria and national best practices.
Lead COOP planning software system administration (BOLDplanning) to ensure system is current and complete; run reports and follow-up with stakeholders as needed.
Lead planning, development, coordination, integration, and evaluation/assessment of the following Public Health Emergency Response and Recovery Plan functional annexes to ensure alignment with state and federal criteria and national best practices:
At-Risk Population planning, including Access & Functional needs
Isolation & Quarantine Essential Services coordination
Disaster Behavioral Health planning
Community Recovery planning
Conduct evaluations of COOP and functional annexes plans, processes, and procedures, using the CDC’s Public Health Emergency Preparedness and Response Capability criteria.
Collaborate with public health emergency preparedness and response partners (e.g., public health, emergency management, healthcare, medical examiner) at the local, regional, and/or state levels for functional annex planning, development, and integration, through facilitation of multidisciplinary/multiagency workgroups.
Represent Hennepin County Public Health on state, metro, and county-wide committees and task forces for emergency preparedness and response.
Participate in public health emergency response and recovery activities as needed, during activated emergency responses.
Participate in exercise and incident after-action review and corrective action planning to support continuous quality improvement and strengthen existing response plans.
Need to have:
One of the following:
Bachelor's degree in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and four years or more of relevant planning analyst experience.
Bachelor's degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning and three years or more of relevant planning analyst experience.
Master's degree in one of the fields listed above and two years or more of relevant planning analyst experience.
Ph.D. degree in one of the fields listed above or a field appropriate to the area of specialization.

Experience:
Overseeing continuity operation planning development.
Providing leadership to a multidisciplinary team.
Working on multijurisdictional or multidisciplinary workgroups and task forces.
Developing and managing public health emergency preparedness and response strategies, plans, and programs.
With project management, including developing immediate and long-term project plans, delegating tasks, monitoring project assignments, reporting to leadership, and project evaluation.
Exercising development and use of Homeland Security Exercise and Evaluation Program (HSEEP) practices.
Familiarity with COOP planning framework and concepts.
Knowledge and practice of the Federal Emergency Management Agency (FEMA), National Incident Management System (NIMS) principles and the CDC Public Health Emergency Preparedness and Response Capabilities framework.
Completion of relevant FEMA NIMS courses including IS 100, 120, 200, 700, 800, 1300; and ICS 300 and 400 classroom courses.
