The Office of Budget and Finance has an opening for a Senior PeopleSoft System and Security Administrator. This position will be responsible for the installation and administration of the PeopleSoft Internet Architecture (PIA) and Security. This includes all servers and all other components supporting the applications. We are seeking an individual with working knowledge of networks, storage, switches, firewalls, Linux Servers and NT Servers with security.Candidates must have a right to work in the U.S. that is not based solely on possession of a student visa or a visa sponsored by an employer.Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. Location and hours:This position is hybrid and will be performed both on-site at the Hennepin County Government Center in downtown Minneapolis, 300 South 6th Street, Minneapolis, MN 55487 and remote as job duties require. Work hours will typically be Monday through Friday, 8 a.m. – 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

At this time, employees may be eligible to receive an additional cash merit of up to $2,730.84 that can be earned annually based on performance.
In this position, you will:
Create, administer, and maintain PeopleSoft systems servers and security policies by creating, administering, securing, and upgrading multiple instances of the PIA:
Build, configure, debug, secure, and support PeopleSoft applications.
Research, validate, design, recommend, and implement optimal security configurations, processes, and controls for PeopleSoft middleware to protect the PeopleSoft application data in Hennepin County.
Audit existing PeopleSoft system multi portal and pillar security policies and procedures to identify gaps and implement mitigation plan to address the gaps based on NIST foundation.
Monitor systems for irregular behavior and set up preventive measures.
Review, recommend, and implement PeopleSoft security features released by Oracle to secure the application and data based on industry standards and best practices.
Collaborate with Hennepin County’s IT department to identify and deliver opportunities for continuous improvement with respect to system security.
Troubleshoot, isolate, and resolve technical problems in the PIA to meet Service Level Agreements (SLA).
Debug and support Query, COBOL, Integration Broker, and Application Engine.
Work in multiple versions of PeopleTools and PeopleSoft.
Work with information technology (IT) infrastructure team members to build and deliver services in a stable and secure multi-instance environment.
Develop policies and procedures to ensure business continuity requirements are met and necessary system failover and disaster recovery capabilities are tested and functional.
Identify mandatory application security training program for users at various levels.
Need to have:
One of the following:
Eight or more years of information technology experience.
Associate/vocational/technical degree in computer science, Management Information Systems, or a related IT field and six or more years of information technology experience.
Bachelor's degree or higher in computer science, management information systems, data engineering, business intelligence, data analytics, or a related IT field and four or more years of information technology experience.
Current certification in a leading professional level certification area (e.g., Oracle PeopleSoft, Microsoft, Cisco, CompTIA, etc.).
Nice to have:
Four or more years of experience in PeopleSoft system security and administration.
Knowledge of:
NIST cyber security framework.
PeopleSoft Systems, architecture, security, and related capabilities.
Oracle cloud infrastructure (OCI) administration and security concepts, tools, and features.
PeopleSoft software, operating systems, data communication systems, networks, database management systems, and capacity planning.
Server Architecture, Administration and Application Security within OCI and enterprise network.
In-depth knowledge of security protocols and principles.
Critical thinking skills and ability to solve complex problems.
