Description
The Community and Economic Development (CED) division of the Housing and Economic Development department is seeking an experienced and dynamic professional to join our team as a Contract Services Analyst. This position will primarily support the division’s various economic development programs and projects with contract management, financial tracking, data collection and analysis, contract monitoring as well as relationship building with program vendors and other stakeholders. Location and hours:
This position is hybrid and will be performed both on-site at 701 4th Avenue South, Minneapolis, 55415, and remote as job duties require. Work hours are flexible, Monday - Friday, 8 a.m. - 4:30 p.m. This position will require attending some early morning, evening, and weekend meetings, occasionally in areas with limited public transportation access. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Draft clear, concise, and legally enforceable contracts, in coordination and alignment with county legal, financial, and purchasing requirements.
· Ensure vendors are meeting contractual obligations post-signature phase; This may include but not limited to collecting updated legal due diligence documents, insurance, program outcomes and reports.
· Coordinate vendor selection processes in alignment with purchasing rules, working with program and project managers to customize templates and develop procurement plans, Request for Proposals (RFPs), Request for Qualifications (RFQs) information sessions, proposal evaluation tools, and facilitate proposal evaluation panels with program staff.
· Assist project managers in navigating resources as needed.
· Support management in identifying and improving departmental procurement and contracting processes.
Need to have:
· One of the following:
o Master's degree in business administration, public administration, health care administration, public health, or a social services area and one or more years of contracting or purchasing experience.
o Bachelor's degree in one of the above fields and two or more years of contracting or purchasing experience.
o Bachelor's degree in any field with a minimum of two courses in business, public administration, healthcare administration, public health or social services and three or more years of relevant contracting or purchasing experience.
o Seven or more years of relevant contracting or purchasing experience.

o Administering contracts, working with vendors, and tracking project financials.
o Creating process documentation and workflows.
o Collecting, analyzing and interpreting data and analyzing and evaluating processes and operational effectiveness.
o Using Microsoft Office applications including Word, Excel, PowerPoint, SharePoint, and Teams.
· Ability to:
