Description The Contract Management Division is seeking to fill a Contract Service Analyst or a Sr. Contract Service Analyst position. These individuals will negotiate and monitor contracts, collect, analyze, and report service, financial, and outcome data for Human Services and Public Health. Contract Service Analyst $54,831.26 - $87,023.13 Annually Sr. Contract Service Analyst $61,740.29 - $97,877.88 Annually Location and hours: These positions are remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours are Monday through Friday, 8 a.m.- 4:30 p.m. While this position is designated as remote, based on current requirements hires must reside in Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. In the Contract Services Analyst position, you will:
Coordinate contracted services development and vendor selection process; determine contract outcome requirements, and provide technical contract related assistance.
Instruct and assist potential vendors and providers about proposal preparation; maintain ongoing communication and relationships with vendors and stakeholders; resolve contract related issues and complaints, and respond to requests for information.
Negotiate contract terms with vendors including services, establishing rates, contract payments, and ensuring service delivery; help determine and implement budgets, deliverables, staffing and performance measures.
Draft clear, concise, and legally enforceable contracts reflecting all terms negotiated with vendors and consistent with County purchasing rules.
Assume primary contract management responsibility for assigned human service contracts and maintain official County contract files and administrative information collected from vendors.
Review and apply federal and state rules, regulations and policies; assist in the maintenance of grant funding requirements related to contracted services.
Monitor and analyze vendor performance, contract compliance, contract expenditures, and outcomes.
Conduct financial/programmatic reviews and site visits; issue corrective action plans and review authorization of payments to vendors as necessary.
Develop commodity, professional, personal service agreements or human service contracts.
In the Contract Services Analyst, Sr. position, you will:
Conduct meetings and trainings with funders and vendors; maintain ongoing communication and relationships with funders, vendors, and other stakeholders.
Resolve contract related issues and complaints.
Manage projects or initiatives which include cost benefit analysis, development of recommendations to policy and procedure, coordination of project activities, and evaluation of current practices.

Need to have:
For hire as a Contract Services Analyst, one of the following:
Master's degree in business administration, public administration, health care administration, public health, or a social services academic area and one year experience with contracting or purchasing experience.
Bachelor's degree in one of the above fields and two years of contracting or purchasing experience.
Bachelor's degree in any field with a minimum of two courses in business, public administration, healthcare administration, public health or social services and three years of relevant contracting or purchasing experience.
Seven or more years of relevant contracting or purchasing experience.
For hire as a Contract Services Analyst, Sr. one of the following:
Master's degree in business administration, public administration, health care administration, public health, or a social services academic area and two years of contracting or purchasing experience.
Bachelor's degree in one of the above fields and three years of contracting or purchasing experience.
Bachelor's degree in any field with a minimum of two courses in business, public administration, healthcare administration, public health or social services and four years of relevant contracting or purchasing experience.
Eight or more years of relevant contracting or purchasing experience.
