Description
The Business Solutions division of the IT Department at Hennepin County is seeking a Senior Contract Services Analyst. This position will provide end-to-end assistance for the procurement of software and IT services, as well as assistance for general contracting needs for the IT Department. The primary work to be performed includes contract development functions of planning, collaboration, negotiation, and drafting. The purpose of the work is to:
· Enable contracts to support IT needs
· Mitigate legal and business risk to the county
· Negotiate best possible pricing
· Assure compliance with rules and regulations

Location and hours:
This position is remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours are 8 am - 4:30 pm with some flexibility. While these positions are designated as remote, based on current requirements hires must reside in Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Provide assistance in all phases of IT department contract planning, creation, collaboration, and negotiation.
· Draft clear, concise, and legally enforceable agreements for software and related services.
· Collaborate and communicate with internal and external stakeholders, respond to vendor inquiries.
· Conduct contract lifecycle administration including creation of amendments and spend analysis for large groups of contracts.
· Ensure compliance with the Hennepin County Purchasing Rules and Minnesota Statutes; provide guidance on ethics, data privacy and the County approval process.
· Prepare Board Action Requests (BARs).
Need to have:
· One of the following:
o Seven or more years of relevant contracting or purchasing experience.
o Bachelor's degree in one of the above fields and three years or more of contracting or purchasing experience.
o Bachelor's degree in any field with a minimum of two courses in business, public administration, healthcare administration, public health or social services and four years or more of relevant contracting or purchasing experience.
o Master's degree or higher in business administration, public administration, health care administration, public health, or a social services academic area and two years or more of contracting or purchasing experience.

o Drafting clear, concise, and legally enforceable legal agreements for software, hardware, and IT services.
o Negotiating contract terms for software, hardware, and IT services.
o Soliciting and evaluating proposals, bids, and quotes.
o Analyzing, interpreting, and complying with state and federal regulations.
o Using technologies to perform work such as Microsoft Word, Excel, SharePoint, Adobe, enterprise resource planning systems, and reporting tools.
· Ability to:
o Handle ambiguity, solve problems, and make sound decisions.
o Establish and maintain working relationships with internal and external partners.
o Communicate verbally and in writing with all levels of internal and external stakeholders.
o Analyze data and effectively use various information systems.
