Description
The Disparity Reduction line of business is seeking a Data Analyst to explore and clean new data sources, conduct statistical analyses using a variety of tools, create data visualizations and reports, and present findings and recommendations to leadership. This position will work with all departments and offices within the line of business to assess their different data analytic and reporting needs, assist in the development of data collection systems and standards for data collection and reporting, and develop key outcome metrics to assess the impact of the programs, interventions, and services being administered to residents.
Effective December 31, 2023, there will be a general salary adjustment of 2.5% to the minimum and maximum of the range. Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours are Monday through Friday, between 7:30 a.m. and 5 p.m. with flexibility. Based on business needs of this position, hires must live in or relocate to Minnesota.New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. · Query, transform, and clean data from a variety of sources.
· Analyze data and identify trends, patterns, and insights.
· Consult on data collection methods and address feasibility.
· Visualize data in engaging and informative ways for various stakeholders.
· Develop reports and dashboards from concept to production.
· Complete ad hoc data requests.
· Participate in continuous improvement activities related to developing standards and procedures for data practices and workflows.
· Identify and understand the needs of different stakeholders, including general staff, leadership, and the public.
· Collaborate with business partners to define business needs, articulate business and research questions, and find relevant data sources.
· Develop actionable insights from data analysis that can be used to improve the lives of county residents in various ways.
Need to have:
· One of the following:
o Bachelor's degree or higher in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and four years or more of relevant planning analyst experience.
o Bachelor's degree or higher in one of the fields listed below and three years or more of relevant planning analyst experience.
o Master's degree or higher in one of the fields listed below and two years or more of relevant planning analyst experience.
o Ph.D. degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization.
Nice to have:
· Experience with:
o Collecting, analyzing, and interpreting both quantitative and qualitative data, with attention to detail and accuracy to help improve business/organizational practices.
o Telling stories through data visualization using user-centered design best practices.
o Querying and transforming data from large and complex databases using SQL or similar tools.
o Report development using business intelligence or reporting tools (Power BI, SSRS, QlikView, Tableau, etc.).
· Ability to:
o Identify and solve problems using data and apply analytical and creative thinking to make data-informed recommendations for action.
o Think critically about data, identify potential biases and errors in data, and evaluate the validity of data sources.
o Work independently and successfully manage multiple priorities.
o Build and nurture collaborative relationships with a variety of business partners.
o Clearly and concisely explain complex data in a way that is easy to understand, verbally and in writing.
o Utilize available resources to continually learn and develop professionally.
· Knowledge of:
o Statistics and experience using statistical packages for analyzing datasets (R, Python, SAS, Stata, SPSS, etc.).
o Data science process and principles (e.g., business/data understanding, data preparation, modeling - statistics/machine learning, evaluation, and deployment).
o Cloud computing platforms (Azure, Databricks, Spark, Hadoop).
o Program evaluation and/or survey design and administration.
o Using Census data to set baselines for measuring the impact of interventions over time.
