Description
The Hennepin County Elections department is responsible for the administration and supervision of all federal, state, and local elections in the county and 800,000 registered voters. Hennepin County’s Elections Department is seeking an Elections Specialist –Absentee Mail. This position will be responsible for managing broad administrative tasks supporting the absentee mail program area and overall operations for the program area and department.Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. Location and hours:This position is hybrid and will be performed both on-site at the Hennepin County Government Center 300 South Sixth Street, Minneapolis, MN 55487 and remote as job duties require. Work hours will be Monday through Friday, between 8 a.m. – 4:30 p.m. and are subject to change based on business need. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position you will:
· Supervise and/or provide work direction to the absentee vote by mail seasonal staff.
· Participate in interviews and hiring decisions, assisting with onboarding and offboarding.
· Develop, revise, deliver, and present specialized training related to absentee vote by mail and absentee ballot counting to permanent and seasonal staff, city clerks, and school district clerks.
· Track law change proposals through the legislative process; Assist supervisors in evaluating the potential effect of the changes and recommend support or opposition based its effect on department and county-wide goals, suggest alternative policy or legislation that would support department and county-wide goals, and report out to department staff proposals being considered.
· Administer the county’s Uniformed and Overseas Citizen’s Absentee Voting Act (UOCAVA) program.
· Test ballot counters to ensure the programming is accurate.
· Perform additional duties that may include voter registration, candidate filing, campaign finance reporting, customer service, clerk training and voting equipment support.
Need to have:
· One of the following:
o Six years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
o Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and two years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
Nice to have:
· Experience:
o Administering absentee voting in MN.
o Administering UOCAVA voting.
o Working with MN state election officials and election officials in cities.
o Delivering specialized training.
o Giving work direction.
· Ability to:
o Manage multiple complex tasks with hard deadlines.
o Lead complex projects.
· Knowledge of:
o MN and federal election law.
o MN Statewide Voter Registration System (SVRS).
o Microsoft Office suite.
