Description
Hennepin County Housing and Economic Development is seeking a Housing Analyst to join its Housing Development and Finance division. The Housing team at Hennepin County works to ensure a full continuum of housing options are available to county residents – from Single Room Occupancy (SRO) style housing to affordable homeownership – using a disparities reduction lens. This position will be involved in the creation of new affordable housing and the preservation of existing affordable housing. The role requires working with multiple Senior Housing Analysts and outside vendors, assisting in the review, analysis, and contracting necessary to further Hennepin County’s strategic affordable housing goals. Location and hours:
This position is hybrid and will be performed both on-site at 701 Fourth Avenue South, Minneapolis, MN 55415, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. with flexibility. Housing and Economic Development has a flexible work environment that allows the opportunity to adjust when, where, and how a person will work to better meet business, client, customer, and individual needs. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
· Assist managers and senior planning analysts with the development of Requests for Proposals (RFPs), proposal review and underwriting, and county internal approvals processes. Schedule technical assistance sessions with outside vendors as part of RFP processes.
· Coordinate with partners internal to Hennepin County (i.e. other departments) and external (affordable housing providers, other funders) to collect, review and approve due diligence documentation prior to loan closings.
· Develop and apply working knowledge of the requirements of federal affordable housing funding programs, such as Home Investment Partnerships Program (HOME), and local affordable housing funding programs, such as Affordable Housing Investment Fund (AHIF).
· Coordinate with internal and external partners to deliver documents, both digitally and in person.
· Monitor shared inboxes and provide responses to routine requests for information.
· Maintain neat and current program and project files.
Need to have:
· One of the following:
o Bachelor's degree in business administration, public administration; research methods, statistics; behavioral/social science; public health; computer science/MIS or management science; urban/city planning, or a field appropriate to the area of specialization.
o Bachelor's degree in any field AND a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation AND one year of relevant planning analyst experience.
· Access to reliable transportation to attend occasional meetings throughout Hennepin County, or the ability to obtain a Hennepin County driver's permit.
Nice to have:
· Experience:
o Managing and prioritizing multiple complex projects.
o Working with federal, state, or local affordable housing programs and regulations.
o Working within the affordable housing development process, including on loan closings and due diligence.
o Participating in the affordable housing compliance monitoring process.
o Knowledge of federal, state, and county laws, rules, and regulations, including federal funding; program policies and procedures.
o Ability to:
o Develop and maintain positive working relationships with peers, agency and organizational partners, and other stakeholders.
o Work within a variety of computer applications (statistical software, spreadsheets, and databases) including Microsoft Office Suite.
o Develop and follow through on timelines and work plans to meet deadlines.
o Work both on small teams and in a self-directed environment.
o Obtain certification as a Housing Development Finance Professional from Grow America (formerly NDC) within the first year of employment (this professional development opportunity would be funded by Hennepin County).
