Human Resource Director

Serve as the Minnesota Department of Transportation’s (MnDOT) next HR Director! In this role, you will provide leadership, strategic direction and guidance in the development and implementation of comprehensive human resources services for 5,000+ employees statewide. You will direct management groups within the Office of Human Resources to deliver programs and services, ensuring they align with the agency’s vision, mission, and objectives. This position also serves as the agency’s Chief Human Resource Officer for both internal and external matters affecting the agency.
Responsibilities include:
· Leading and directing the agency's human resources functions statewide to proactively create and promote the desired organizational future. Functions include, but are not limited to recruitment, assessment, and selection; job evaluation and classification; compensation; succession planning; benefits administration; health, wellness, safety, and emergency planning; labor relations; organizational development; and training and development.
· Serving on the agency’s Senior Management Team and other strategic direction-setting teams.
· Representing MnDOT on local, regional, and national groups and committees for human resources activities and objectives.
· Maintaining strong coordination and collaboration with the agency's Office of Equity & Diversity and the Office of Administration's safety, emergency management, and workers’ compensation sections.
· Developing, recommending, and administering the office’s $12.5M biennial budget and annual spending plan so resources are available to meet agency and office immediate and long-range organizational objectives.
The position requires regular travel around the state (1x/month) and occasional out-of-state travel (3x/year).

MINIMUM QUALIFICATIONS
Four years of managerial experience leading human resource strategic planning and implementation for an organization.

· Technical Expertise: Experience directing multiple human resource programs and services, including strategic plan development and implementation.
· Policymaking: Experience interpreting and analyzing human resource policies, rules, and regulations, and communicating the impacts to the organization; and experience developing, proposing, and implementing human resources policies, rules, standards, and procedures.
· Human Relations: Experience supervising professional and supervisory level staff; experience establishing relationships with leadership, staff, and other stakeholders; and experience advising and consulting with leaders on human resource programs, initiatives, and best practices.
· Fiscal Management: Experience managing a large budget and planning resources to meet the short-term and long-term goals of the office and the organization.
