Description
The Operations Business Information Office (BIO) in County Administration is seeking an Information Technology (IT) Business Analyst III. This position will conduct research and analysis to provide solutions to business problems and help introduce and implement these solutions to businesses and their clients. This position will primarily be focused on County Administration and County Board support but will support all 23 departments within these lines of business (LOB). This position will also create and lead the team, lead project progress, set deadlines, solve issues that arise, ensure stakeholder satisfaction, and evaluate project performance, including the performance of their team members.

Location and hours:This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will be Monday through Friday, between 8 a.m. to 4:30 p.m., with flexibility.
While this position is designated as remote, based on current requirements hires must reside in or relocate to Minnesota.
New employees who are hired into hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

At this time, employees may be eligible to receive an additional cash merit of up to $2621.08 that can be earned annually based on performance.In this position, you will:
· Work with the business and business partners to determine software solutions, create business and technical requirements for software implementation:
o Define, analyze, develop and document functional and technical specifications that support development, testing and deployment of applications and new technologies.
o Evaluate information technology needs and vendor applications using application development and structured analysis techniques. Support adoption of new tools and processes as they are implemented.
o Develop communication plans to meet project and stakeholder needs and report business analysis measurements; prepare written proposals and project objective documents according to assigned direction.
o Effectively communicate and present to technical and non-technical teams at all levels; service requests, priorities, and relevant project and solution information regarding business unit/department requests, projects, and initiatives based on predefined criteria.
o Mentor other IT Business Analysts, act as a lead on large projects, build metrics reports for decision making, and participate on planning for the division.
· Lead projects and make sure projects are finished within schedule and delivered with high quality:
o Lead or manage projects, work teams on departmental projects in system analysis, design, planning development and implementation primarily with County Administration.
o Develop communication plans to meet project and stakeholder needs and report business analysis measurements; prepare written proposals and project objective documents according to assigned direction.
· IT liaison, represents County Administration, Operations, and Disparity Reduction LOBs to IT and works to secure resources to complete work to advance departmental priorities:
o Establish and maintain working relationships with all IT factions, internal and external business partners to ensure quality partnerships in delivering IT services and solutions for the Operations, County Administration, and Disparity Reduction LOBs.
o Act as a liaison between departmental end-users, technical analysts, information technology analysts, and consultants.
o Coordinate and participate in development of processes within IT Services, existing and new solutions to ensure compliance and implement continuous improvement processes. Make sure up to date documentation is recorded on the BIO SharePoint and within the Knowledge Procedures.
Need to have:
· One of the following:
o Five or more years of technology experience.
o Two-year college/vocational technical degree in a technology field or an approved IT certificate and two or more years of information technology experience.
o Completion of five or more college/vocational technology courses and two or more years of information technology experience.
o Completion of approved IT Hennepin County internship and two or more years of information technology experience.
o Bachelor's degree in a technology field and two or more years of information technology experience.
o Master's degree or higher in information technology.
