Description
The Hennepin Justice Integration Program (HJIP) within the Law, Safety, and Justice line of business is seeking a Senior IT Data Analyst. The ideal candidate should have knowledge of software development principles and schemas; knowledge of industry standards and best practices around data management, data security, data integrity, data architecture, and data mapping; and be able to be a technical lead in project and operational work around data in-transit and data at-rest. Remote workers may be required to come on-site an average of 0 to 12 days per year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary. Supervisors will provide as much advance notice as possible. Typical hours are between 7:00 a.m. – 5:00 p.m., Monday through Friday.While this position is designed as remote, based on current requirements hires must reside in Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. About the position type: This is a full-time, benefit-earning position. This position is internally classified as an Senior IT Engineer - IT Database Engineer and IT Network Engineer in the IT Engineer job class series. At this time, employees may be eligible to receive an additional cash merit of up to $2730.84 that can be earned annually based on performance. In this position, you will:
· Create and maintain data schemas, data mapping documentation, database models (logical & physical), and data architecture diagrams.
· Follow and implement industry best practices for data in-transit and data at-rest.
· Define, develop, document, and oversee data architecture aspects of HJIP projects; design principles/patterns based on business drivers, tools, techniques, standards, and best practices.
· Collaborate with peer level data analysts, architects, and developers to ensure data quality, integrity, and compatibility with the other domain areas.
· Ensure HJIP data architecture standards align with predefined Hennepin County, State, and Federal data practices involving data privacy, security, backup, storage, encryption, etc.
· Communicate data strategy, standards, and best practices to the HJIP team.
· Develop software components, XML/JSON Schemas, objects and/or utilities relating to data.
Need to have:
· One of the following:
o Seven years or more of informational technology experience.
o Associate/vocational/technical degree in computer science/engineering or a related information technology field and five years or more of information technology experience.
o Bachelor's degree in computer science, management information systems, data engineering, business intelligence, data analytics or a related information technology field and three years or more of information technology experience.
· Data Management related certification (or able to obtain within the next six months).
Nice to have:
· Experience:
o Working in IT in the Law, Safety, and Justice field.
o Working on the development and implementation of major integration-related projects.
o Using SAP PowerDesigner, Rational Application Developer, and Atlassian Jira.
o Developing web application and web services (primarily using the Java Platform, Enterprise Edition); and developing integrations (primarily using IBM App Connect Enterprise Toolkit).
o Creating and maintaining data schemas, data mapping documentation, database models (logical & physical), and data architecture diagrams.
o Using Microsoft SQL Server Management Studio and Altova XMLSpy (or a comparable XML/JSON editor).
· Knowledge of:
o Requirement gathering, designing, and unit testing.
o Agile framework.
o Criminal Justice Information Services (CJIS) compliance policies.
· Ability to:
o Communicate and articulate specific instructions for data engineering and implementation for the specific line of business.
o Manage complex integrations and document the data relationships, as well as mentor others on how these systems are engineered.
