Passenger Rail Manager Assistant Office Director

This position serves as the Passenger Rail Program Manager and is a member of the Office of Freight and Commercial Vehicle Operations management team. This position is responsible for planning, directing, and overseeing the operations and fiscal health of the passenger rail program. This position provides leadership and managerial direction for Minnesota’s passenger rail transportation activities. The position, serving as Minnesota’s passenger rail point of contact, represents MnDOT to multiple federal, state, and local government entities and to commercial railroads.
This position is responsible for providing sound leadership in the development and execution of all passenger rail projects for the State of Minnesota. The incumbent is also responsible for ensuring stakeholder needs are addressed; state and federal funds are used effectively; and rules, regulations, and standards concerning the passenger rail program are satisfied.

MINIMUM QUALIFICATIONS
Three years of managerial OR four years of professional supervisory experience in administering a transportation program.

· Leadership: Experience managing agency-wide initiatives, developing, and implementing innovative solutions to complex issues; and leading and developing consensus among staff, who do not report directly to you, when developing and implementing projects/program initiatives.
· Technical: Experience complying with Federal Railroad Administration and Federal Transit Administration guidelines and requirements as they relate to funding agreements, grant programs, passenger rail program and project management.
· Policy/Fiscal Management: Experience managing programmatic policies and procedures for a complex state/local government program and experience managing large, complex contracts and budgets associated with the state/local government program.
· Communications/Human Relations: Experience communicating at all levels of the organization, negotiating, building, and maintaining effective working relationships with stakeholders, agencies, institutions, and organizations; experience promoting diversity and inclusion; experience providing legislative testimony; experience summarizing complex information for meaningful briefings. For example: providing program and project updates and presentations to boards and associations, providing media interviews, providing updates to the legislature, or communicating project risks and mitigation strategies to agency management.
· Human Resource Management: The number and title of employees you have directly managed and your job/role within the organization; and how you motivate and manage direct reports.
