Description
The Hennepin County Attorney's Office (HCAO) is seeking a Senior Planning Analyst to conduct data analysis and develop a variety of dashboards and reports to help advance the HCAO's vision, mission, and values. This position will analyze data from large relational databases, perform ad-hoc data analysis, support the HCAO’s data communication and transparency priorities, and present results to key stakeholders to address complex organizational challenges. This position will use report development and data products, including but not limited to SQL, R, Databricks, and Power BI.

Location and hours:
This position is hybrid and will be performed at the Hennepin County Government Center at 300 South 6th Street, Minneapolis, MN 55487, and remote as job duties require. Work hours will be Monday through Friday, 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:
• Design, develop, and maintain internal and public-facing dashboards and data visualization tools used for analysis and communication of HCAO’s work.
• Use software to conduct statistical analysis of criminal legal system data involving descriptive and inferential statistics.
• Gather, analyze, and interpret data from internal and external data sources to support ongoing HCAO reporting and timely responses to ad-hoc data requests.
• Use SQL and other tools to query, clean, reconcile, and prepare data from large relational databases used for internal records management and external data sources for use in data analytics projects.
• Work with requestors and subject matter experts to outline report requirements, determine methodology, and design report elements.
• Create and present products (e.g., written reports, data visualizations, slide decks, memos, etc.) that communicate results of statistical analyses and recommendations to HCAO staff and leadership, criminal legal system stakeholders, national partners, and the public.
• Analyze work and information flow, reporting tools and processes, and business practices to design and implement process improvement and work simplification procedures.
• Design, develop, and implement data collection and data management strategies as part of development and monitoring of HCAO policies, programs, and practices.
• Analyze feasibility of proposed research, develop research designs and study methodology, and conduct research projects.
Need to have:
• One of the following:
o Bachelor's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, or urban/city planning and two years or more of related experience.
o Related education and/or experience to total six years or more.
Nice to have:
• Experience:
o Using skills in statistics, data analytics, and quantitative methods (e.g., inferential statistics, multivariate analysis, prediction and forecasting, classification, clustering) to solve real-world problems.
o Using programming languages for data science and/or applied research (e.g., R, Python).
o Using data reporting/data visualization tools (e.g., Power BI, Tableau).
o Using SQL and other tools to query and prepare data from large relational databases for use in data analytics projects.
o Working with data lake architectures and/or other cloud-based data structures.
o Working within the criminal legal system or with criminal legal system data.
o Developing research designs, methodology, and data collection procedures.
o Creating written reports, memos, infographics, slide decks, and other products to communicate data analysis processes and results.
o Evaluating policies, practices, and programs.
o Facilitating discussions to gather stakeholder feedback on data projects.
• Knowledge of county government processes and data and public administration.
• Interest in supporting mission-driven work focused on disparity reduction, justice, equity, fairness, and integrity.
• Skilled in using Microsoft Office products, including Word, Excel, PowerPoint, and SharePoint.
• Ability to:
o Present and communicate complex analyses to a variety of stakeholders.
o Build and nurture collaborative relationships with a variety of customers/partners, both internal and external.
o Successfully manage multiple priorities, projects, and work independently.
